I looked up a few guides for Uliana's stratagem, none of them seem to use blinding flash, but lots of guides do include mantra of salvation. I don't understand why mantra of salvation is better than blinding flash.
I believe I saw somewhere that from season 4, all monsters CC resistance will scale based on the duration of the CC they take. So blinding flash (described as 3 seconds of blind duration) will actually last slightly more than 2 seconds since 3 seconds blind = 30% CC resistance, so actual blind time is 2. something seconds.
However, 7 sided strike lasts for 2 seconds with lions fist and 1 second without. cooldown reduction of 7 sided strike is 14 seconds. with 60% cooldown reduction from the weapon, 7 sided strike has 5.6 seconds of cooldown. add that with 60% more cooldown from other items. If you combine blinding flash with 7 sided strike, wouldn't you be almost invincible, at least against white mobs?
Pretty sure its more like 1.7 seconds down from 2.2 originally when they changed the cdr to start after the animation. The reason you might get a shorter duration is if you test it while standing in town thats not the full animation. If you test it on a mob thats almost dead thats not the full animation. If you hit dashing strike before the end of the animation thats not the full animation.
It wasn't invincible with CDR starting right away even though you could technically and fairly easily have enough cdr to overlap.. There was a recast delay that was just long enough for someone like Perendi to put my fking face in on 64 when I was #1 monk on HC ptr.
In fact, at PTR, i put something like 75% CDR (with Gogok) + 60% from FoE, what made me to recharge SSS in 1.5 sec. Bliding Flash has a 15 sec coldown, what takes about 3,5 sec to recharge. Problem is... with new CC rules, you will blind monsters for ~2 sec, as they have 30% starting CC resist, next Blinding Flash you use, they will be blind for about ~1-1,5 sec. At third blinding, will be only for ~0,5 sec... Then it comes back to 2 sec and repeat...
No matter what CDR you have, even if you could perma use Blinding Flash, monsters will not be blinded for ever like in patch 2.2. At long run, Mantra of Salvation offers a better resistance to atacks, while Bliinding Flash would give a dmg boost (29% from Faith in the Light rune).

as im know, its was 2.33 sec before changes. cant find info how long animation right now. its need for calculate edps. in Quin guide he say "15% cdr from gogok its 15% dps". its mistake.
for example: if we have cdr 60 (weapon), 20 (ytar), 12.5 (helm), 10 (para), 2x10 (weapon), 8 (shoulders), 8 (gloves) , final cd 2.41874 sec. so gogok edps with 2.33 animation is (2.41874 * 0.15) / (2.41874 + 2.33) ~ 7.64%. with 1.7 animation ~ is 8.8%.
if we calculate edps cdr on rings slot after applied gogok, im sure weapon damage or area damage be more effective. but we need right info about animation time.
