Is anyone else having trouble killing Belial within the three minute enrage timer in phase 3?
I have 21k dps at full rage (Berserker Rage passive) with Battle Rage (Marauder) up and 5 stack Frenzy (Maniac). I don't stop attacking except for the explosions. I have Furious Charge on constant cooldown for the heal and the hit since it does more damage than Frenzy. Resistances and hp are irrelevant since the enrage timer is a pure DPS concern.
I was killing him with ease before the patch, of course it took about 4-5 minutes. Now, I'm hitting the enrage timer when he is around 10% health, and there is no where to run when explosions are everywhere.
Drop some defensive abilities/stats in favour of offensive ones. Perhaps pick up earthquake/WoTB? They nerfed the damage pretty heavily but added enrage timers to encourage people to play more offensively and not turn the game into a massive turtle fest.
WOTB (insanity rune) - as soon as you enter 3d phase use it, then use it as soon as it's of cd. Also you can dps during meteorites if you kite to then side then jump in the middle.
Do it Co-op imo. I cant speak for solo experience because whenever i log on I normally have between 2-5 friends ready to go but I always do Act3/4 with either a WD and Wiz and I didn't have any problems with enrage last night. I think I was running around with 15k dps last night (staying fairly defensive still to avoid ridiculous repair costs now).
I'm at 15k dps (with 30% battle cry), and I kill him with my second WotF, so I don't really understand how you can't beat the enrage timer. As others said, you get to use WotF twice on the fight.
Personally, Belial is easier than he was before because he does less damage. Since he does less damage, I continue attacking through the green phase without a problem and do not encounter enrage. I have to pot occasionally and use Furious Charge/Revenge to heal as needed.
I have 14k DPS before frenzy or wotb, my only DPS increasing skills. My defense is 11.7k Armor and about 900RA.
The fight usually lasts close to 3 minutes and I use WoTB twice, with the second WoTB popping when Belial is about 25% health or lower.
I first killed Belial a month or so ago with about 9.6k dps, 35k hp and 600-800 resists with shout up. I used a pure tanking build and struggled to survive the first 2 phases, with the third phase taking a VERY long time (over 5 minutes easily). However, I still managed to kill him......and it felt good. I needed to be pure tank to survive the act 2 elite packs at the time, as I didn't have an obscene amount of gold to spend to get both high dps AND defensive stats (pieces of gear with IAS in addition to str/vit/res all or crit %/crit dmg where IAS couldn't be found).
I don't think people should be penalized for going the defensive route, it's not like it makes it easier having to stay in phase 3 for over 5 minutes. You have to be more alert for a longer period of time, and there are more chances for errors.
In comparison, I leveled a DH 2 weeks later and managed to kill Belial in phase 3 in less than 20 seconds the first night I hit 60 with about 50k dps with sharpshooter (which is low). Granted, the first 2 phases were harder since if anything hit me I would instantly die, but if I did manage to get to phase 3.....then Belial would get melted to 0 hp in a matter of seconds.
Enrage timers on bosses are kind of ridiculous from a tank barb (and maybe monk) point of view.
I've yet to go back to act 2 to try out nerfed Belial. I guess because of the nerfs, I wouldn't need to put such an emphasis on defensive stats/skills/gear like I had to do pre 1.0.3.....thus making it possible to just go full out dps and faceroll act 2 and Belial.
Certain people might feel like the only way for them to complete act 2 is to be a tank. If your gear is good enough to survive elite packs (and even their enrages) and boss fights without dying or dying rarely, then you are geared enough to start progressing to the next act.
But the game doesn't let you progress because you lack the damage to burn down the boss before he trolls you and fills the whole room with death circles while screaming "LOLOLOL YOU CAN TAKE MY HITS BUT YOU CAN'T HOLD DOWN YOUR MOUSE AND KILL ME BEFORE MY FIRST EXPLOSION PHASE SO U LUZ BRAH".........well IMO that's a problem.
Of course, none of this affects me personally......but I was just bored and provided a wall of text for you to read if you choose =)

pretty simple
Ground stomp, Revenge, War Cry (impunity), WotF (insanity), Frenzy (sidearm), battle cry.
Both armor passives and weapon master for passives.
21k isn't that much. with the damage nerfs you can sacrifice some survival to get some real dps now.

He's easymode now. Especially since they nerfed phase 2. Just beat on him while spamming revenge until he goes into phase 3.
