Tell be if I'm wrong but if a Barbarian were to use Bash, it would activate every weapon hit. If you have a 2 attack per second weapon, the barbarian will use Bash every .5 seconds.
On the other hand the Wizard's most damaging spells are channelling. Ray of Frost says it only does weapon damage per second.
So the Barbarian can increase his damage by getting a faster weapon but the Wizard is stuck at a per second rate? Do I understand this? The Wizard seems to be seriously underpowered damage wise. Someone please explain.
I understand that weapon speed affects cast speed. That would work on something like magic missiles. I'm questioning channeling spells. Something like Ray of Frost where it says
"275% weapon damage per second"
It seems like a spell like Ray of Frost can benefit from weapon speed/cast rate. Same goes for whirlwind for the barbarian.
"44% weapon damage every 0.40 seconds"
Weapon speed cannot benefit a skill like this. For skills like these, you need to grab the heaviest hitter you can find.
Yeah, I realized that you were mainly talking about channeled spells after I posted.
Most of these skill balance systems are fairly new, changing recently from flat damage. I'd assume that by the time the game actually ships, those "every x seconds" kind of skills will have green text in them and the frequency of damage application will be based on weapon speed as well. Otherwise you're right, those skills take the choice of weaponry away from the player, which is not something they're looking to do obviously.

Casting speed will still have a limited effect on channeling skills since there is likely a start up and finishing casting animation. But during the channeling it has no effect.

Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.

This is definitely something I would really like to find out though. While I think it should affect channeled spells, if it doesn't I think it makes for some interesting weapon choices when considering channeled vs regular skills.
Imagine two weapon types: "Heavy" (high damage, low speed) and "Light" (high speed, low damage). Both types have about the same DPS.
i. Channeling skills and non spammable skills (spells with long cooldown were recast speed won't make any difference) befits more from "heavy" weapons.
ii. Skills with "on hit" effect or spammable skills with debufffing and cc proprieties are better with "light" weapons.
All other skills benefits euqally from heavy and light.
And the wizards have only 2 channeling skills, so it's far from "most of his abilities".
This is a valid point when it comes to choosing a weapon based on weapon speed, however, if weapon speed does not affect channeled skills, then it doesn't seem likely that increased attack speed would either, and this is where the imbalance really comes into play. I'm thinking about the sort of example in which a signiture skill such as magic missile (110% at 2.5x per sec) will have comparible DPS to ray of frost (270% at 1x per sec), the only tradeoff left being a large AP cost for slow effects.
Didn't think about that, kind of defeats the whole "interesting weapon choice" idea now.
