Sorry if you guys get a lot of these type of questions but I need help up grading my rig to play D3.
Budget: $150-250, I'm just trying to get the best bang for my buck, and am only worried about playing D3 on decent settings (medium-high). Would like something that works well with my rig as I am not going to upgrade anything else in the future with this comp.
If your power supply has a PCI Express 6-pin connector, then you could get a 7770 for a lot more speed and not a lot more money.
At 1680x1050 resolution, you should be able to crank up most (perhaps even all) quality levels and still have good speed with either of these cards.
In a few months, NVIDIA should be releaseing their lower-end 600-series cards which may provide alternatives, but the 7750 (or potentially 7770) are your best options today.
I just googled video cards that work on D3 and that is what came up.

1) It says it uses a PCI express 3.0, my comp only has a 1.0, will that work? (sorry if this is a dumb question)

Only thing I found was a 6450, and it would only play the game on low.

1) I know PCI express 2.0 is backward compatible to 1.0, idk about 3.0.
2) You can get a a higher wattage one for the same price. It depends on what video card you end up getting, but id say 450 would work fine.
Best cards for the money are,
HD Radeon 6850 $140
HD Radeon 6870 $160
Under full load the 6870 is 250 watts of usage.
The processor is maybe another 100 watts, and everything else might run another 100 watts.
I would get a 500 watt PSU, that should be more than enough.

Thank you everyone for the advise and suggestions.
I ended up going with the HD 7550 Ultimate and the PSU in my second post. I went with that Video Card for two important reasons.
1) I plan on turning this Comp into a HTPC so the silent card was a huge plus
2) It fit in my tower, I feel like a total moron for not measuring the PCIe spot to see what would even fit, but this card is on the smaller end and still barely fit.
Hooked them up and it runs awesome, I ran SC2 demo for a test game.
On lowest setting with old card it ave 8 fps. lol
One highest with new setup never dropped below 40 fps.
This was just the first level so it might not be the best indicator but its a huge improvement from what I had.
P.S. PCIe 3.0 works on PCI 1.0 slot =)

It is not worth getting anything more powerful than a 550TI. The CPU, and platform in general will be a bottleneck already with this card.
