On my CMWW wizard I appear to have hit this annoying wall of gold. Meaning that my gear is at the point where every upgrade appears to cost atleast 50M.
Drop skullgrasp for something with CC. You have more than enough LoH on the other pieces that you shouldn't notice the difference once you upgrade other pieces.
OH could have higher int and vit, so even if you don't gain dps you can gain vit since +gold is a wasted roll
chest could have anything useful. You have 2 wasted rolls just to get a high int and decent vit roll. At least get 70+AR roll, if not AR+armor.
Pants have a wasted dex roll (mostly wasted). I prefer armor+AR on BT pants and worry about getting dps elsewhere. Otherwise int roll (or 2 sockets) with AR or Armor are expensive.
belt has a lot of mostly wasted rolls. The CD roll is good but otherwise you are missing armor, vit, and/or AR. I prefer AR since vit is overpriced on that slot.
Boots you can add armor, hopefully for cheap. I haven't looked at the market in a long time but it used to be that if you were patient you could get 250+int, 70 vit, 500+total armor for as little as 10-30 mil with bids.
Also, your IAS on gear could be optimized better. With a 1.65 APS wand you only need 52% IAS on gear to reach your current breakpoint. That means you can get by with just 6 IAS pieces, but instead you have 7 IAS pieces. With a little rearranging of IAS you could drop one IAS piece, like bracers or ammy, and get more DPS and/or EHP that way.
Otherwise, overall I agree with the poster above. Your EHP is very low, so I'd work on raising that a bit. With crystal shell you don't need all that much EHP to be fair, but higher EHP opens the option to use DS for extra dps. Higher mitigation also makes LoH even better which can make farming more efficient if you don't have to move as much.
Alright I'm not quite sure whether you're serious.. Could it be that you're around 200 all resist? Along with 30k HP? Is that even enough to survive an elite pack on MP0 (where CMWW is the wrong build anyway)? So in short, I would upgrade any 5-8 armor slots you wish by getting all resist and vit without losing too much of everything else. Cheap, too! ^^
Do you even play CMWW? You really don't need that much AR or armor. I run mp10 with NO problems on 4k armor, 600 RA, and 40k hp. My loh is only 955 and this guy's is well over 1000. Not to mention that you can't upgrade ANY of those pieces with 60 AR for "Cheap" without a big dps hit. Oh, and his AR should be just under 400. IF he was having problems surviving he'd be using Energy Armor instead of Storm Armor.
Not to be rude to you, and I appreciate the fact that you TRIED to help, but please don't if you don't know what you're talking about. Your help can cost someone some money when they are moving in the wrong direction.

That said, I really don't think you're (OP) going to be able to do much from here with a budget of 50M other than shuffle stuff around. I think you're gonna have to start transitioning into the more expensive gear like a Mempo and looking to increase your a/s. From what I can see you are about 2.55 attacks/sec which is a little slow honestly. You want to be over 1.7 to hit the next break point for WW. If you're willing to lose a little Vit on your gloves you can pick up 8 IAS for about 30M (us servers).

^600 resists is way too low for mp10 if you want to run full offensive SNS (which would really up your true damage, not paper dps, hell SA by itself adds 40-50% true damage). I'd take a small hit to paper dps to up my actual edps anyday. The OP has even less than that so he's right that the OP's mitigation is too low.
If you wanna run crystal shell and prismatic armor on mp10 then thats fine but you're really crippling your actual damage output.

You guys are playing to lose. Farming speed overall with a much higher DPS will far offset the amount of times you die. Look at my profile if you don't believe me, I run 600/4k/40k just fine.
*ESPECIALLY* with the new MP system you are just playing to lose if you don't maximize your DPS and then pick the MP where you're able to survive large hits.
^You're still missing the point and paying too much attention on paper DPS. You maximize your actual damage output by having enough ehp to survive in order to run FULL SNS (bonechill/deepfreeze,shards, and esp shocking aspect). Having not enough ehp means you have to rely on the defensive runes and actual do much less damage.
Mitigation is actually more important for cmww than any other build/class because of how Diamond Skin works.
I have heard complains about my defensive stats before, yet somehow it appears enough to farm MP7, especially when running anomaly in case I'd fail to flash a charge etc.
Someone confirmed the reason I made the topic, namely that say tal chest with high AR usually costs a lot.
I have also been looking for an AP on crit offhand. However finding a chantodo's with APoC costs billions.
I know most items are flawed on atleast 1 point, that's why every single upgrade is extremely expensive (atleast for my doing)
I guess my next step will be looking into those crafted neck items.

First of all, I bolded and underlined and turned the key thing red, you are 1% from the 2.73xx APS breakpoint. Some of the older notes probably directed you towards the 2.72
From my own gameplay, and I am rather a player of 4 of 5 classes but my reasonably highest is CM Wizard.
Just for your reference, my US Wizard uses the Crit Nat's Ring + Nat's Boots combo, while my EU Wizard uses Crit Nat's Helm and Crit Nat's Ring combo.

Option 1) AR Tal's Chest and 400+ LoH ARMORED VIT BT Pants
Option 2) Armored Tal's Chest and 400+ LoH 60+ AR BT Pants (either HIGH VIT or 2-open sockets)
Your current BT Pants, shift that High Int towards your Amulet.
Like the others advised, you need to take that Skull Grasp out and fit in something else.
To say further, it is very tricky but here's the deal, having any 7% Attack Speed Bonus aside from the Amulet slot will only cripple you on your choices of gear, pressuring one or two other pieces, and then when you start giving in trying really hard to make that All Resistance work into your gear, you will start "locking" yourself up. Just a tip.
Witching Hour can go Double Int.
Your Emerald in Chantodo's Will can upgrade to at least the Radiant Star Emerald.
Talking about Critical Hit Chance (like everyone else has advised already), it is the tooltip of Critical Mass (CM) passive, even though I may have cheated my Critical Hit Chance with Nat's Combo, you can still easily achieve near 45% Critical Hit Chance from Gear Alone (without counting the use of the Scoundrel, and I don't use Scoundrel on my Wiz, I am way way oldschool and I know I have not taken advantage of Buriza setup but I got tired of Buriza from since playing D2, anyways I got off-tracked by my own negligence over Buriza which people might start picking on me in this response post)
You should try to work on the Critical Hit Chance aspect because it will also affect your CM Rotation. Even though Deep Freeze rune is really really really amazing, and I understand about the Mob Density and everything, however, when as a CM, when you come down to Single Target, for whatever reason you cannot keep up with holding out the Mob Density, you will struggleafter the 12-second buff dies down, the goal of Deep Freeze is actually for HIGH DPSers to utilize that 12-seconds to take down the remaining elite (this is usually like Extra Health Yellow Elite Boss all by itself)
I don't really want to say to keep pulling more mobs, it is good to chain for EXP but at your current Health @ Paragon Level 47, you may want to really improve that HP as well.
After using a VIT GEM in Helm, the ideal HP to be seen is past 40k, and I don't just mean to upgrade your current gem, I mean at any gem tier, using a VIT GEM in helm "should have easily brought you past 40k HP regardless". This is especially true again that you're already started your way up the Paragon Levels, imagine if you were back at Paragon Level 10, you'd probably practically be way too low, so at PL47, you gotta start taking care of the HP (not by cost of gear or going crazy), I just mean seriously 40k HP is a very reasonable HP marker to have satisfied (this is key when building sets, to get as close to 40k HP for anyone to start out a character)
After using Glass Cannon as a CM, I really hope that your armor rating shows at least 3.4k. And then others reminding you about your All Resistance, you should try to get your All Resistance to show up as one of the Top 5 Gear Bonuses.
I am seeing 351 AR from Gear + your current Int (270.4 AR) = 621.4 AR, i may be wrong but that's roughly what you have.
You will want to get yourself at the very least 1 more piece of 60+ AR, and also 1 piece of +Armor, the ideal Armor is between 3.7k to 4k without Glass Cannon.
I am not going to talk about your choice of Ice Climbers until you have fixed up or at least read what I said from top to bottom until this sentence.
I hope I helped. I recently joined in helping out, I have helped many others prior on my own for Foundation Stats elsewhere, and I hope that this has made it more clear for you (if you still kept this open)
In sum, just to enlighten, or bring it up, ever since I started gearchecking elsewhere from February 2013, I gradually notice some people "locking" themselves up by maxing out their crit hit chance and crit hit damage, and then also getting All Resistance on every slot starting out (I mean it's nice if you had the budget to build a set so well-rounded) but later on one may end up locking themselves because you may not be able to drop anything out.
I have seen gloves that "cant be touched" for a long time, I have seen people use the "conditional Speed Regular Zuni Pox" and cannot switch out of it.
The biggest issue when gearing the CM Wizard I would say is that 1 missing slot of AR to be nearly suiting the "optimal mitigation values" from theorycrafted assessments. I had, for a very long time, always had trouble with that last remaining AR. I finally managed to get close to my 700 AR (on my EU side), and 750 AR (on my main US side), that one piece of AR is very very tricky.
