Got to try it out, but it doesn't sound attractive. 10/150 is about 7% to chilled or frozen, so effectively it is about 4% increase in DPS. How often can elites be chilled/frozen further decrease effective DPS.
They said they wanted the new set to be the star of 2.2. This would make me think M6 will underperform compared to the multishot set, thus rendering the question less valuable.
On the gem: while the slow might be nice, if you want 10% more crit chance (after you chill or freeze ...), why not drop all your crit chance and go for the ring that gives 100% after 5 non-crit hits (works nice with multishot as it is huge AOE)? Add one of the DOT gems (Poison or Pain enhancer), since DOTs have the crit calculated in them, but do not crit, increasing the ring proc chance when there's only a few mobs (rift guardian). If you want the slow effect, zei provides stun and damage boost. Gem doesn't seem worth it IMO, but maybe someone comes up with a build.
On the ring: the damage range sounds a bit low, the "periodically" means there is an internal cooldown, lowering the effective damage range even more, at least 2 people need it, and it procs "between", so you have to position in such a way that it would hit mobs when it procs, loosing damage again (and splitting up might not be what you want to do in the first place). If you want some effect like that, I think bul-kathos wedding band would be better: an aura around you that always up (so easier to position, no internal cooldown, no other people need it), does up to 2000% weapon damage (max 0.4% of mobs health, but most of the time in high Grifts), and gives you a bit of life regen. Sounds better in every way to me, but again, maybe someone comes up with something better.
My reaction is based on how I see numbers and efficiency. I did not try any of it on PTR (some items have internal multipliers, ring might hit 6 times per second for 1000%, or have weird synergy with other items/skills), and I did not include the looks into it (the lightning will probably look amazing, making it worth using for some people in some situations). Also, I can see the ring being super strong for split farming T6, if there is no range limit. Think about 4 fast moving chars in fields of misery, all split up. If the "pulse" is like a fire chain (and not a bolt moving between the weares with a 10yard proc) between the weares, you can clear half the map in seconds
The gem is amazing I can speak to it first hand. Might not be great for M6 but for UE6 its amazing, turns EF focus into your slow. The ring sucks as you would always use bastions will set for rings.

Both the gem and the ring are sub-par. If the GEM added 10% crit chance for everyone, it would be good. Not so.
My crit is around 50%
Would it still be sub-par for it to be 60%
