If you haven't yet reached perma vengeance, I'll opt for 10%CDR, as 120% increase is additive. If you have 90 discipline, 3 more represents just 3% increase in DPS. You may get much more increase in DPS by trading CDR for area damage, for example.
It is hard to know the true DPS as there are a lot of enhancements here and there and for some particular skills and effects.
I Have heard about something like DPS calculator, but I've never used it.
One simple way is to test on some standard target, like Ghom on TX by recording the time for the kill; or compare the time for completing similar grifts.
Your character is not crap and your gear is decent, but your gems are a bit low relative to your gear.
You need more vitality to survive, apart from jewels and weapon consider adding more vit to all the slots, and 600K should be fine. Otherwise your damage reduction is fine with 50% from the cube, 60% from the set and 30+% from the bracers.
You just miss some CDR from the glove, reroll it to 8% and possible a new quiver for the same stats with CDR. For perma vengeance, you may need 36% and now you're around 31%.
You are missing about 33 critical damage (CD) which translate to more than 8% damage. you also miss some critical chance here and there. However, your weapon is great.
Getting a decent ancient item is also an upgrade. To farm for materials, the best is to do rapid TX, especially, don't miss all the goblins. Get all the blues and whites, which can be easily transform to the mostly needed yellows. Upgrading rare is a fast way to get ancients. As to upgrade a specific item, you have to go for bounties and lots of forgotten souls.
It seems that you have not yet gone through many parts of the game. Try different builds for various classes on PC, that might give you a fresh view on Diablo.
I still have two assignments, not counting my INNA monk, cyclone strike with the new shoulder, Armstrong bracer, new bracer + staff to add DPS on 10 allies = tons of damage.

I am now at best a casual player, and play occasionally at will. But just develop and try a new build one at a time for all classes is a lot of fun, which may also take you many hours. With the new items introduced in each patch, the experience is very much refreshing and rewarding. I don't play season now, and my gem and paragon levels are not high at all, but I manage to do grift 70 with comfort for many classes in different builds. One good thing of Diablo is that you can play it anytime, pause and resume.
You may not have all the required items at paragon 236, but make sure you have the full Ulianas set and the key items to ignite EP spontaneously.
Amount of cool down reduction is essential for this build. At 50% CDR, the play is already very smooth at TX, and any other improvements just help you to boost your DPS and climb up to higher grifts.
From my previous post on the solo ability of individual classes, it is quite clear that Monk and Bard are the easiest. While Monk is more powerful, Bard is more versatile and a bit easier to gear. WD and Wizard are at the middle depending on playing hardcore or softcore, and DH and Crusader are in general a bit weaker. Of course, group play is another consideration. Since gems, paragon levels and gear are account bound, one can find gear, push paragon level and upgrade gems in group and tune up your own favorite class.
According to grifts in hardcore and softcore achieved by rank 20 players, the six classes can be grouped into three tiers.
Hardcore Softcore
Top tier, Bard: 68 73
Monk: 67 74
Middle tier, WD 65 72
wizard 65 71
Bottom tier, DH 61 66
crusader 61 66
There is a difference of 7 levels between the top and the bottom tiers. The data is more evened out statistically for achievements at rank 10 or rank 20.
DHs are fine. The main unbalance only comes from two sets Uliana and Wastes, with which tons of damage can be dealt on the move. Helltooth is also strong but not as such. Melee classes have an edge now as the damages of the monsters are lowered so that they could stand in the crowd to DPS endlessly, which is the key to speed Grifts. DH had his/her golden time in the previous patch, maybe, it's now the time for melee classes to shine.
Got to try it out, but it doesn't sound attractive. 10/150 is about 7% to chilled or frozen, so effectively it is about 4% increase in DPS. How often can elites be chilled/frozen further decrease effective DPS.
the chance of legendary is the same, in the first case you get more bloodshards but use more keys
- being a half a minute with a chance on legendaries
and + being 30 sec wait or keyfarmtime
its more like this
CLEARING

an hour of playing = 13 minutes of waiting/keys / 47 minutes of potentially getting legs / ca 1000 shards

this is assuming you can kill RG in one minute with 100 shards per RG and clearing a rift takes 5 minutes
I'll take from this that the amount of legendaries per hour is probably higher in the first scenario, while the chance of getting a specific legendary is probably higher in the second one. While to me its obvious that the comfort and convenience is far superior in the first scenario
have i committed logical flaws somewhere?
I can get 8-10 leg items for a full clear on the average, and 100 shards aren't worth even 1 leg, let alone the frustration in waiting.

You have to use the full set and the Focus rings to add 125% increase in damage for the bells to kill stuffs.
There is another weapon, name forgotten, which can add 7 stacks of sweeping winds.

Your DPS can do 60+ provided that you're not dying. So the most pressing is to add vit to around 500K.
Then you can run grift to level gems and do fast TX to gather materials, legendaries and paragon levels.
No need to target on any specific items, and just pick rare to upgrade on the way.
Group run is faster, but you may enjoy solo play as well.

This is beside the point. We simply need not compare live with PTR. Think about people just doing much higher grifts in PTR than in live.
