I have been playing around with my build and items/enchants and come up with something, But I want to check it with you guys to try to improve it. as much as I can.
Punish and retaliate: the block change increase from punish is awesome for the shield and the retaliate rune just seems to fit perfectly.
Bowmen: removed
Heaven's fury ascendance: Tested it, and liked it and combined with charged up it does insane damage.
Blessed shield and shattering thrown: I find that shattering does alot more of damage than combust over all, while combust hits harder, shattering will hit more often, doing more dmg at the end
Provoke and charged up: seems to be in synergy with BS and shattering, and Bowmen (not sure if it affects them, if it does it is awesome)
Law of valor Critical, currently the best law and rune combo. no other comes even close to the dmg increase this thing does.
Akarat's champion + Rally: switching to Heaven's fury and rally just makes all my CDs spammable.
Passives:
Heavenly strength: mandatory passive, I even think it out dps the legendary flail for BS.
Hold your ground: we get little to no dodge, so this thing is amazing, specially after it increases BS damage.
Finery: the extra 490 STR is really great. This passive can be replaced with more survival if needed.
Righteousness: Removed
Wrathful: Better survival than renewal, can be replaced with holy cause IF and ONLY IF you get a weapon with holy damage.
Renewal: removed.
for my items I plan on stacking BS damage, and physical damage? (is shattering thrown considered holy or physical? tool tip does not indicate). plus STR, CHC, CHD.
Any feedback on what to improve is more than welcome.
I <3 Blessed Shield. I'm sitting at 70% block chance BEFORE Punish, so 85% for some real juicy Shield crits.

Blessed Shield-Shattering Throw as the base for the build, nice crits, nice splash/AoE damage (and it is Holy damage)
Judgement-Resolved part of burst DPS combo
Condemn-Vacuum only skill I could/can live without, might change it to Provoke or something
Laws of Justice-Immovable Object only using this because I'm pushing into new Torment levels, otherwise Valor-Critical

Heaven's fury was one of my options, but since the nerf, its not that great
The one I really want to confirm is if bowmen and shattering thrown benefit from holy or just from physical. because I have a weapon with 2880 dps sitting in my bank with great stats (just missing the sockets which i can roll for). so I could change my Maximus for that one and get larger hits.

I know Shattered Shield is Holy, not sure about Phalanx but I think that is physical. If you look in game, maybe it's an option, but it'll be bordered by Yellow on your skill bar if Holy, Red if physical, Orange if Fire, Dark blue if Electric, lighter blue if Ice.

Ohh right, I totally forgot about it, Sincei'm at work i cant check it, so i'll do it as soon as i get home. if shattering is holy, then i'll pray to get a leg with holy dmg.
Edit: just added my profile to the build. new items and gear. I like shattering thrown is critting for 6millions which is really nice. I can finally farm T4 without problems
I may have missed something. I loved blessed shield while leveling up but at 70 it seemed like block % from my helm, skills, etc. didn't contribute to damage. Has that been fixed?
If so, I'd love to use this skill again, especially with the jekkanwhatever shield.
Akarat's champion Fire starter or rally: still undecided with this rune/ability combo, while rally is just awesome because it will allow me to keep charged up most of the time while akarat is on, I have noticed that blessed shield bounces and bowmen DO NOT reduce CD with rally which is a bit sad. and fire starter will pretty much be a spam of explosions during all of the CD.
U sure about this, that Rally doesn't work on the bounces? The coefficient should be 33% per bounce, which means that you should get 33%*50%=16.5% chance per bounce to reduce cooldown. Are you sure it doesn't work at all?
Edited my build, now it has more pew pew. tested some combinations and heaven's fury is a lot better than bowman, plus I can stack heaven's fury damage in the chest and shoulders, without crippling my BS damage. also holy damage boost both abilities. currently sitting at sheet 930k damage.
Judgement-Resolve, pop Heaven's Fury and Valor-Critical, spam Blessed Shield, and when you are low on Wrath pop Provoke-Charged Up to regain/refill your Wrath so you can keep blasted Blessed Shield, and you'll be doing more damage due to Charged Up. Key to that is Long Arm of the Law passive, giving you 10 seconds of +100% crit damage.
11% Block Chance Vs. 10% Crit Chance - on Jekangbord when you are at 45%+ CC? (I know that 50%+ CC is optimal) currently I prefer the +Block Chance as I find its results in a much harder hit - opinions welcome!

Actually did some further testing, and had a good conversation with some fellow crusaders, and it was determined when using the "Blessed Shield - Shattering Throw" CC outweighs Block Chance. "Plus 250% shield block chance as damage" only applies to the initials ricochets and not the "Shattered Fragments". If aiming for 50% CC this also allows you to focus on CHD or CDR in other slots. Hope this helps!

I did some testing too, and it seems that the Holy damage from shattering its only done in the first hit, the bouncers are doing physical damage, since Holy Cause only procs on the first impact, this could be a bug, if its intended then the BS ST build will need to focus a lot more in physical damage.
Can anyone clear up if stacking block chance on items other than the shield increases BS and shield bash damage? Or is the secondary dmg on the skills only determined by the shields block chance, and not the players?

It is your total block chance, I'm running with Provoke + Hit me and my BS ST crits from 10-12 millions per bounce. without hit me it crits for about 8-9millions

I don't run any spenders which is something I'm still messing around with. But overall its a lot of fun.
