They already added legendary crafts that require a base item (white), a unique legendary material (there are different types that drop from certain monsters) and all the crafting mats along with a death's breath - the new demonic essence. That's not exactly what you propose, but it works for me. Though it's a pain to craft those atm because of how difficult it is to find that white item.

Those legendary crafting mats can be a cockblock as well if you don't know where to get them too.
I think that another way to make crafting cooler is to add random affects on the crafted item to be able to compete in a sense to legendaries - albeit not on the same scale.
Let me take an example. Today you can find yellow items that can essentialy increase dmg of said skill, say WW for Barbs. So why not just allow these to roll on Crafted items? Perhaps its already like that - but i think that would go a long way to fullfill a need for it "being cooler".
They already do this. I've crafted some shoulders and boots in the ptr and they roll +% damage to skill

Do the legendary materials provide any specific effects on the craft? Or are they just found in a specific place?
I think since the player is gathering individual ingredients, recipes should be more flexible and allow players to have some freedom as to what "goes in" to the craft. For example, you could have a recipe that calls for a specific base item, some specific mats, but then some optional mats to tweak the outcome a certain way. Like how you can make ice cream using a base recipe, and then make it chocolate or vanilla by changing one or two ingredients.
