Looks like unattuned runes are in the item list that blizz just put up. I hope that it isn't being implemented like Jay suggested in that interview awhile ago. I wouldn't like to gamble a level 7 rune into a skill only to have it lock to the skill and not be the rune type I wanted.
I didn't mean permanently locked to the skill, apparently the rune will only be useable in that skill. So you can take it out but not put it in a different skill.
They are in, thus why there on the item page, and its not like lvl 7 runes are going to drop freely... they only drop in inferno.. rarely. There will still be many uses for lvl 1-6 runes.

Blizzard used to care about releasing Diablo III, then they all took an arrow in the knee...
That's the point.. you finally get one and put it in some skill only to find it changed the mechanic of the skill completely and doesn't fit your build anymore. You've effectively wasted the rare level 7 rune. The worst part is you could have used that rune in a different skill, but now you can't switch it.

There seems to be some confusing regarding these unattuned runes so I'm going to make a try to explain them for those who haven't heard about it (feel free to correct me if I'm wrong).
This is just what we heard when Jay Wilson first dropped that they were experimenting with the runestone system.
All runes that drop is dropped in their Unattuned state. No colour attached. When you socket a skill with an unattuned rune, it would attune itself to that skill and get a random colour. So for example if you put a rank 3 unattuned runestone into the Wizard's disintegrate spell you would get a Rank 3 Crimson/Obsidian/Alabaster/Indigo/Golden Disintegrate runestone. The color is randomly assigned. After the rune is attuned it can only be used for that spell and none other. So if you chose to remove the rune it will still be a Rank 3 <whatever color it got> Disintegrate runestone.
They may of course have changed this a bit, for example they may just have gone with unattuned runes getting a random colour but not permanently devoting it to the spell you put it in. We don't really know yet.
As for if I like it or not I think it's a fair change. It would make runestone trading a bit more interesting and also adds more randomness, in the style of everything Diablo :).

But I still hate the idea. As stated before, if I traverse inferno and find a level 7 runestone I don't want to socket it into my favorite/most used skill and have to cross my fingers for the rune to be what I want (a 1/7 chance, or 14% chance) and then if the rune is the color I want for another skill it doesn't matter because it is permanently synced to that particular skill. One could argue that I could re-roll through the jeweler (the artisan I would expect to handle it) but I'm speculating that the higher the rune level the more it costs for a respec, and even if it doesn't, why should I waste my now more valuable gold on rolling just for one effect.

This could very well NOT be the idea Jay was throwing around; where you would socket an r6 unattuned rune just to figure out it ended up being an Indigo rune that added a useless effect to your build. It could be that you take these Unattuned runes to an NPC and, for a rpice, will change it to whichever type (obsidian, indigo, etc.) you want.
I strongly dislike the "unattuned until you socket it, only to find out it's crap" mechanic in runes. Hopefully these unattuned runes aren't that.

Yeah, I mixed up rune levels with types. So it would b 1/5 and a 20% chance. Better than 14, but still not good enough for me to like the odds. Oops lol

Yeah, as stated they were only experimenting with the system change at the time and probably still are. Unattuned runestones being in game at the moment doesn't really tell us how they work, only that they are considering it in some way and form. They may very well end up removing them completely or rework them in various ways, as suggested here :).

Runes can be changed out freely, so you could possibly remove an obsidian if you get an alabaster one that you like more. Then if you'd like to change back you could.

You can take the runes out yourself the artisan resets the rune for you. (for a fee)
