There will be cookie cutter builds in D3. As soon as someone writes a guide stating that "x" skill is the best with "y" rune for a character and which traits are the best. I just hope that more of the skills will be balanced than D2 but I am afraid that it will be more imbalanced due to the traits and runes.
Remember D2 had no immunities until the expansion pack came out. I will think there will be immunities and I hope there will be. I would like to see that no skill can remove an immunity just like it was in 1.09 patch of LoD.

Was rain of toads the first lvl or 3rd...or 7th?
I wouldn't imagine they would show the highest level, but it seems like the wouldn't want to show the first lvl either.
Or, because rune lvl just amplifies the original effect, does it not matter what level the rune is...

Jay Wilson mentioned at the Q&A panel at Blizzcon that they don't want to completely negate someone's ability to deal damage. Instead of having double/triple immunities they're going to shoot for monsters that just have high resistances. Personally I think at most one immunity can't hurt since it would force players to diversify and give incentive to group.
They didn't say, but why does it matter? We're not going to be able to tell how relatively powerful a rune is regardless of how many toads it can put on your screen, until we actually use the skill in game.

They did an example of a level one rune on magic missile compared to a level 7, the rune they used gave multi shot, level one was 2 shots, level 7 was 8 or even 10 shots, couldn't really tell. They show this at 2:42 in this video.
As for more runes, I highly doubt it, as Ophion said it would add more work ( ALOT more work, animations, concept, balancing ) as it would also add more confusion.

Well, some runes are obviously a lot more affected by the levels. Take the WD fire bomb for example. A plain increase in damage is not very interesting, but the bounce rune will do some very impressive things when it increases in level.
No rune: no bounce
lvl 1 rune: 1 bounce
lvl 7 rune: 7 bounces
7 bounces is probably enough to cover the entire screen, maybe more. Now that is a massive increase from the single bounce in lvl 1.
7 bounces is such a large number, and if you're spamming it, its pretty much extremely OP. If this indeed is how rune levels are going to work, then I think that the rarity of the last level rune will be equivalent to the rarity of a HR in diablo 2.
Rune 1 = El
Rune 7 = Ist
Edit: I was just thinking. If some runes will have extremely low drop rates, then will we be able to unsocket a skill and use the rune elsewhere? It would be a shame to waste a level 7 rune on something you later regret.
I seem to remember in a panel that the Jeweler (or blacksmith?) could unsocket gems in items... Will he have a similar ability regarding skill runes?
They have said that you will be able to remove runes to be put in other skills so you can test out different variations. It will likely be with a fee with the jeweler I assume.

I would be surprised if they don't add some penalty to removing runes. In the demo you could just pop them out and move them around freely, but I'm sure that was done to give people the ability to play around with them. It's not really a fair comparison to D2 runes because they won't only come from drops - you will be able to craft them and that provides a huge avenue to getting them.
I don't recall either. I thought they were just drops.
EDIT: I think i recall them saying something about combining multiples (like 3) to get a new one but that was just to help people who kept getting the same rune. I don't think it improved the quality of the rune though.

Well this was back in August, but they mentioned it in the Gamescon presskit: "The mystic creates scrolls, potions, magical weapons, spell runes, and charms, and can also enchant items" so I assume that's going to take crafting materials, which should definitely broaden the acquisition rate.

Idk if you're hinting at WoW, D2, or both lol. Either way, that kind of combining is a great way to help along the economy, and help the unlucky manage to get some decent runes.

If they create runes, and you have two Crimsons Lvl. 1 they should be able to make a Lvl. 2 Crimson rune, that is usually how it goes. It would be stupid if it didn't work that way, because then how else would you get better runes? by making a Lvl. 7 Rune from scratch when your character is level 1? which would you make a Lvl. 1 or Lvl. 7 Rune if given the chance?
I feel that the mystic only makes level 1 runes and can combine them, in order to learn how to make a higher level rune you must find the scroll which is rare, then make the rune from there. If this is the case clearly these Lvl. 7 rune scrolls will be dropped by monsters in act 3 - act 4.
If I'm not mistaken during a Blizzcon panel, the Crafting Sanctuary one, they said something about there being scrolls you must find at later levels in order to teach your mystic how to create higher level runes.

Actually I don't think there are level requirements for runes. They have talked nothing about a level requirement for runes, so i do not believe there is one. They usually talk about items in general when referring to their requirements.

Ophion has a point. If there were not lvl reqs on runes than the whole normal difficultly would eventually become nothing. as with gear, I bet runes have a lvl req to use them in your skills.
As for if runes can be upgraded by combining lower lvl ones, I hope there is a system where you can do something this. Idk if it'll be as simple as combining 2, or 3 lower level runes to upgrade.

Yeah, well, if you count "Electrocute that jumps 2 times" and "Electrocute that jumps 3 times" as 2 separate skill variations, then sure, loads of variations. But that's not THAT different. Plus, there's a rune that, when put into Charged Bolt, makes its victims explode and do Lightning damage. A higher level of that rune does what? More damage? That's even less of a variation.
So yeah, the levels of the runes do add some extra variation, but let's not get over-excited.
I'd like to continue with this thought. Does the rune which lets the WD shoot snakes into monsters' faces make...boa constrictors? Pythons? Anacondas? More snakes?
I'm going to guess that in some, if not many, circumstances, the rune does something completely unrelated to its previous tier. I thought I remembered hearing that at Blizzcon, but I can't remember when, where, or from whom.
