You need
1. higher resists. 3-500 for Act 1, 600 for Act 2, 750+ for Act 3.
2. higher health. 20k for Act 1, 30k for Act 2, 35k+ for Act 3
Your DPS is right where it needs to be to farm Act 2. However, you will have difficulty scaling into Act 3 until you improve your critical hit chance/dmg. You gain most of the crit dmg from weapons, and critical hit chance from all the slots available.
Could use some critgear. Only crit chance from your gloves and no crit damage at all. Getting some of that would boost your dps by miles. Other than that it seems fine.
Crit chance is nice. Dex is a little low. Resistances are a little low. Seems like you are in the processing of improving it all however.
Mine is definitely also a huge work in progress. Need to upgrade the gems... weapons aren't that great either.

I would suggest sacrificing some vitality for more dex/crit chance/crit dmg. You appear to have a very defensive build. Your resist seem good. You should try a dual weapon build and use resolve instead of transendence as a passive.

I find that your DPS is perfectly adequate to farm A3. Especially, running with Overawe and Wrath. For survivability, I think your Res and Armor is just slightly shy of what I would feel comfortable. Try shooting for ~650 Res and 6K armor (that's when I found things a bit more bearable in A3). Your HP could use a bit more work (maybe to around 40-50k). My rule of thumb is being able survive 3 heavy hits. Why 3? Because elite packs come in 3's and I want to make sure I can survive if I'm surrounded and they all hit me at 1 time.
I also want to take this time to weigh in on the whole DPS vs Defense argument. Just because the paper doll DPS is high doesn't necessarily mean that your DPM (damage per minute) is that high. Not to discount DPS or anything (DPS is great and extremely useful) but if you have to break combat every other second, that means your DPS is halved. Defense is a great way to round out that "burst damage output" to more of a consistent "constant damage output". For example I found that at my current defense, while farming A3, I can always survive in a pack jussssst enough for Serenity CD to finish.

Well, the first thing to change would be the gems in the chest. Two more dex gems will give you 1k more dps at least.
Then:
socket (or better, crit damage + socket) on the weapon
a dps ring instead of the legendary
better boots (more dex, double resist, run speed)
If you can maintain your health pool at the same time, that's good. Defensive, you should put more emphasis on resists and a bit less on vitality. Keep the 700 all resist, but you should be willing to drop your health to 50k-60k.
Concerning your damage per minute argument: You say you usually live long enough for serenity to come off cooldown... now with 50k dps I kill at least one member of an elite pack before my first serenity runs out. From there it's usually a cake walk. I do have some issues with hard hitting melee, e.g. those Tremors when they come with "Fast" and other nasty affixes. They require a bit of kiting and waiting for cooldowns.
Now in 1.04 Blizz wants to buff normal mobs (more HP) and nerf some Elite combos. This fix will favor DPS over survivability.
@ thundersteele I just want to point out that vit, resist, armor are all EHP. It matters not if you have 1 million EHP from just vitality or if it's divided between armor, vit and resist.
That being said I agree with the rest of what you posted.

I'm hoping that I'm getting high enough DPS (48k unbuffed) that I can finish droping Life Steal and just go with Health Globes, but I think I'll need to get another 5-10k DPS to get there. Right now My Crit % is low in DW, so I'm in the process of looking for a dex/crit %/Crit dmg/resist Amulet and at least one ring with Crit % as well. Also, while I'm at it I'm digging around for a sweet deal on a Dex/Socket (or crit dmg) slow MH to boost my Sweeping wind damage, but they are hard to find in the 900+ dps range (and reasonably priced).

Mmm, nice s&b monk there. Got to love that block chance. I'm afraid that the next evolutionary step will be replacing that shiny shield of yours along with that very well rolled Helm of Command. There is only so much damage to be gained without going for extra 100+% crit dmg that the other weapon brings to the table. But even if you do slip into dual wielding frenzy, keep the helm and shield ready for possible expansion pack progressing. Then you'll get to laugh at all of us dualwielding monks struggling to survive.

pretty nice gear only complaints are your gloves could be better with crit dmg or attk speed. your mainhand is also kinda weak stat wise you could easily find a 800+ with 200+dex socket and close to the same loh (i would know been trying to replace mine recently.).

you could use a shoulder that matches ur OWE, and try to shoot for at least 250 - 300 CHD
perhaps a bit more crit chance on ring, since 5% ias is less dps increase than say 3% crit
The only 2 things that stand out are your bracers and first ring. You could go bi-fecta on the ring, and the bracers could get more of pretty much everything. But that depends on your budget of course.
Well thundersteele with close to 100k dps, I guess there's not much room for improvement. If anything I'd say your crit could be a little better, which would go well with your cyclone
I blasted through act 1 yesterday, and only one or two elite packs gave me problems, though nothing that couldn't be dealt with after a few corpse runs
