GameFront got to interview to Julian Love, lead technical artist for Diablo 3 at this year's BlizzCon. They got some interesting information about modding.
You can read the interview excerpt here, but it basically says that you can mod the crap out of D3 if it weren't for the requirement to connect to b.net.
Now, how long before a singleplayer mod paves the way for awesome Diablo 3 mods?
I never used mods in Diablo II, I never had a reason to. Even if they let us use mods in Diablo III I wouldn't anyways. I think I'll like the game just the way it is.
That being said, it would not surprise me in the least that someone will make an offline version of DIII that would be completely 'moddable'.
You can't mod the game without having an illegal server thus, instantly, you're in illegal ground, and thus modding is illegal.
However, we have these other goals that supersede moddin

You claim to have one of the most mod friendly version of a very popular type of game that could give the birth to an incalculable amount of ideas, knowing that there is nothing else like it in the gaming world., but you prefer to not use it, lie in our faces all the while to safeguard you pathetic RMAH.
Well, I'm not blind. You're killing something incredible and infinite for your own pockets and control. How can anyone respect them for this is beyond me.
Once again, Blizzard says they're not going to condone the activity. They're just not going to go out of their way to support it either.
If you choose to mod the game (which will have to include a server emulator), Blizzard won't go after you.

Blizzard will go after the sites that have the files for download unless if it is in a jurisdiction where it is difficult to get a court order. Blizzard will do more things to make sure the servers are secure due to RMAH and potential lawsuits if hacks happen in the RMAH. There would likely be a greedy lawyer or lawfirm starting a class action suit and that would cost Blizzard a lot of money to defend.

Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.

From my experience with mods - MedianXL goes as far as modding all the class skills, item affixes and overall attributes, how stat points affect your character, completely new enemies with different powers/skills. I'm not sure if he mods the random generating map system, but iirc it does.
Blizzard communities are naturally inclined to mod (and rightfully so) but Diablo 3 is a challenging one. On one hand it's good that it's locked up and secure and more like an MMO in that sense; but, on the other hand it's a shame we can't do anything. Atleast WoW had UI mods.

They will make Mod tools for people make it online on their servers... ofcource for a fee to use the tools, and while expanding the gamecreation they get money from the creators, students and designers so it can be playable on Blizzard servers.
I'm sure if private servers can be created for mmos that modding diablo 3 shouldn't be a problem(a year after release that is).
There are already people out there making emulated versions of the beta, so I don't doubt this at all. I'm sure it wouldn't be too hard for someone to make a single player version of the game and have that modded. I don't know much about that sort of thing though, so not sure how difficult it is to create private servers, etc.

I keep reading your posts damning Blizzard and they're decisions. If you dislike them so much and dislike all of the changes they've made to Diablo III, then why on Earth are you still here? Totally not trying to be an ass, I'm just curious.
On topic: I honestly don't care one way or the other. The only mod I ever played is PlugY and that was only for added features such as shared stash and offline b.net events. Diablo III has all the features I could think of needing for the game, so I wouldn't find any use for a mod. And I never really found interest in the likes of mods like Median. I just did't like them, at all...
