One is never hurt by being given additional choices, only by taking them away. A QUADRILLION MAGIC FIND is worthless if you can't kill shit!

Keep the un-attuned system as it is. However use the colors we have been given.... example:
Crimson/un-attuned
Alabaster/un-attuned
etc...
This would be way better than just a gray un-attuned rune.
I don't see how this is different from the pre-August-1st system, where runes dropped a certain color, and the problem was listing its effects on all six of your skills.

The Jeweler can ...
- Create a Tier(Level+1) rune from any three Tier(Level) (high cost) -> becomes random unattuned
- Detach the rune from a skill, keeps the affinity (minor gold cost) -> owner changes
- Reroll the affixes (very high cost) -> works on inserted runes, no need to unsock
This is how I would implement it.

A rune bag is a band-aid placed over the sliced carotid artery that is the unattuned rune system, and this solution would do nothing to hinder the fail from gushing forth.

Bah yea that's right, they are pushing thet. Ok how about this, make bags with inventory slots in them(that can only hold runes), each bag will only take up 1 inventory/stash slot, but would hold potentially dozens of runes.
If you need to actually see how such a system would work, look at the collection/gem bags in DDO(something simular to that would work perfectly).

Tier 1 drops: normal, common.
Tier 2 drops: nm, semi rare.
Tier 3 drops: hell, rare.
Tier 4 drops: inferno, rare.
Tier 5+ don't drop.
If you apply a rune to a spell it will recieve...
