The buff doesn't need a patch to be activated, it's already in the files. They can activate it at any time. They can also totally not, as they haven't officially announced it.
They didn't increase it enough, it's still cheaper to buy gems and sell for gold.
Because it was a better conversion to buy gems at 1.50 and get 20m back on GAH versus 6m for the same money if you bought gold directly. Now it will favor gold, untill it evens out. But who knows, there so much unevenness between the floor of prices and conversion between houses, you can make quite a bit of gold just shuffling stuff around between AHs', lord knows I have.
Edit: Seems it still favors Gems, heh, A for effort tho Blizz.
