1) "Godly" gets views. So if people see it, that's half the battle in terms of selling the belt.
2) Life leech isn't a make or break stat on belts. In PvP a barbarian, realistically, isn't going to be doing much damage so life leech isn't going to be useful at all, and given the high STR value on this belt it's only going to be useful to a barbarian. So yes, if all you're thinking about is the WW/Furious Charge builds for Barbarians then yes, this isn't godly. To someone who's thinking about gearing for PvP, or is still going for a moderate DPS + high survivability build then this belt is pretty good given the perfect AR roll, and mix of high STR and VIT.
3) True, it doesn't have Life % so that is definitely a knock against the belt.
