I beat Belial in act 2 inferno by doing the following. I found someone in act 3 and joined on them. The boss is just way to time consuming and wants you to farm the hell out of a2 before you are geared to beat him. So I skipped him and will come back to kill him over and over and over.
So entering act 3 I realized that I can't be in range of being hit ever. So I finally ditched the old diamond skin and force armor. Here is the build I have been using and it works great so far. Some packs are still too hard like super fast teleporters. BUT with this build you can manage them and skip them easily.
For your signature spell magic missile with seek. It's arcane damage and you can fling it off screen towards enemies. Secondary I go with arcane orb for pretty much the same reason and the damage/arcane balances great. For defense I use teleport with wormhole so I can always get max distance for kiting and skipping. My force spell is arcane hydra. Now for my next spell I use arcane torrent with he disruption rune. Then I take force weapon for much needed dps.
For passives:Temporal Flux, Arcane Dynamo, Glass Cannon.
Basically what you do is kite with magic missile, hydra and arcane orb. Tap the mobs with torrent every 6 seconds so then they all will take +15% damage to all your spells.
For grouping it's a little harder since with a monk or barb you won't be kiting as much and will be in range of nukes. So I modify it a bit and replace torrent or orb with force armor and replace whichever you want with illusionist so you can take 1 hit and teleport any time.
Works great so far in a3 since the terrain is so much better for kiting. Good Luck and let me know if it works for you.
