Certain spells are better with heavy damage (as they are unaffected by attack speed).
Fast wpns benefit more from +dmg.
Slow weapons benefit more from regen and hard hitting abilities.

With the Wizard and especially the WD, it's a little more even (in fact I enjoy 2 handers more). Yes, you'll get more stats(gems) with a 1 hander + offand but it doesn't effect your regen (beyond the extra affixes) since you don't rely on attack speed to generate your resource. Personally, I like hard hitting spells but it does depend a bit on your build.
This is entirely preferential.
I for example liked using a staff on my monk. While i generated resources slower... my damage to resources spent was much more effecient.
You need some sort of passive regen for the spells to be more efficient with slow weapons.
Not all spells are benefitted by weapon speed. For example:
DoT's that do X damage over Y seconds.
Its looking like zombie dogs do not attack faster if you have a faster weapon.
High resource skills - If a skill costs enough resources that it can only be cast once or twice than weapon speed is irrelevant.
High cool down skills - Since you can only cast these once in X seconds... weapon speed is irrelevant.
You do NOT need any resource regen to improve efficiency. wtf man... If you do 100 damage per resource spent 15% slower... rather than 85 damage per resource spent ... its the same fucking thing. You may regen slower... but you'll still do the same amount of damage in the same amount of time.
And yes... faster weapons receive more benefits from +X damage. However, that does NOT mean you do more damage with 2 weapons. Logically speaking... we can assume that 2H weapons will have double the power of affixes.
