I said it would be never used IF it only buffed melee attacks. If it works as an all-out damage buff per the math you are providing (which is how I'm saying I believe it works), it has good reason to be in many builds -- especially in late-level / end-game builds runed with Blood-Magic 1.5% life-leech. It should provide a great blend of damage-buff / life regen.

There are some posts on this forum that indicate testing was done that shows it is exactly that -- a passive 10% damage buff. Not in beta so I can't verify myself but it makes sense -- skill would be pretty near bottom of the totem pole in a 6-slot wizard setup otherwise (i.e. never used).
