    Rune words were underpowered compared to the chance to get one in legit way.
    It's not rune words but bots and dupes(especially dupes) that ruined this system.
    Is it overpowered when millions of people play some lottery and and they have miserable chance to win 1,000,000 $?
    I guess no.
    The same applies to rune words .If blizzard didn't fail in the fight against duping(thou i don't think they tried hard) max few people (and in most cases none) would have have those powerful items close to the end of ladder season.
    Its especially true in the pre patch 1.12 versions of game ,before blizzard increased the rune drop rate.
    (I had a time when i was running 3 bots 24/7 and i only got 1 ber and 1 jah rune that way over 1 year)

    So ,yes i miss them .if dupes,bots will be fixed rune words is a nice end game goal!

    I hope ,that its just placeholder
    and those items will have some fixed properties + random ones,
    if no ,its just the same gamble system of diablo 2 ,
    but more expensive and time consuming.

    its only general idea on how to prevent player
    of taking immediate advantage of skill swapping,
    that can be easily implemented unlike
    incombat/out of combat system ,which can be ideal solution
    but as some bliz posted takes time to implement.
    So it can be 30% damage for 10sec as well.
    resource penalty also can be adjusted.

    that swaps his skills out of town:
