In my opinion, it needs more work, needs to be darker and gothic looking with more shades of gray.
Actually I don't really care about the areas' light, blue and black-dark look both fine for dungeons however I prefer black-dark as it resembles Diablo 2 far more than blue.
BUT outside areas should look far more darker!

As for the character design, this must be said out loud: TOO CARTOONY.
The witch doctor really looks like... trolls from WoW?Barbarian looks like some fat sumo fighter c'mon...
That is my opinion anyway, I hope Blizzard will take it into consideration.
