Tal rasha will let you use whatever skill you want, the key is to use 4 different element to maximize the damage. But which skills you use is completly up to the player. Of course there is stronger build (meteor being the primary skill you should use). But I think Tal rasha can be very good with many other skills.
And there will be a new set based on slow time and twister/arcane orb. So you might be on the look for this new set in 2.2.

My guess would be the game thinks you are trying to remove the lvl requirement with the other recipe

So I believe it's a bug, as the game should see you added gems to do caldesann's recipe. Your best bet would be to use a different legendary gem.

Yes, in 2.2 wizard will finaly have choices.
