Ok then. Unfortunately there isn't much to be said about it. If it does what you said it does, but erases one affix to add the socket, it's either bugged or it works as intended. If it's an intended effect then it could make sense in the sense that you lose one property, randomly, and hopefully you lose a secondary, which does not seem like a good design choice, which means the item is broken or bugs out with some items. Either way, it does seem like players have a hard time juggling with the number of affixes right now, so this may be a good thing to have in the game, at some point at least. Hopefully if it does the rounds, Blizzard will have an official statement on this item.

China has no season. So no one can get the season drop before, from S1-S3.
After yesterday morning, China realm get a patch, and now every one can get the S1-S3 drop.
So I don't know if Blizzard's programmer had do a mistake to release this item ahead.
When opening it with right click menu we see the one posted above, which is the hosting site's default fallback image for broken links. Could be a site limitation on foreign IPs.
Either way I managed to link the cached version from google.
