Using my superb powers of translation... I think you want to verify if CD and CC affect your DoTs. Yes, they do. Prior to 2.0.5, your DoTs could crit or not, and it was custom to actually recast your Haunt or Locust to get a Crit application. With 2.0.5, they instead take your CC and CD values, and calculate your DoTs in relation to that. That means your DoTs don't crit anymore, but are instead boosted across the board the higher your CC and CD go. It's less spiky, but overall damage is smoothed out.
