Blue post confirmed Smart Loot for LOOTING character, not opening character. But as with all smart loot, there is always the chance of getting stuff for other classes and that includes loot from caches.
Blue post is wrong. I've farmed about 10 caches now on my monk/demon hunter and opened them all on my level 50 wizard. Every single item that rolled a primary stat rolled intellect, including the legendary mace that dropped. Indeed, of the 10 items that dropped, 6 rolled with either int or wizard only affixes. The other 4 drops had completely generic stats, no str or dex.
If it were smart loot at the point of receiving the cache, then the vast majority of items would've rolled dex with demon hunter/monk affixes.
There have been plenty of people on here who have opened caches on other characters and had the loot drop with stats for those other characters... so I think it's safe to say that Cache loot is determined on use, not on receipt.
Want int gear? Open it on your wizard. Want Dex? Monk/DH. Also, this is incredibly easy to test... caches usually drop a rare or two, right? Farm 3 caches, switch characters, open them all and see what loot drops.
