Maybe only two have earned them. In Red Alert you had to kill to get them. Otherwise you got squat and stayed "unranked".

-Humankind cannot gain anything without first giving something in return. To obtain, something of equal value must be lost. That is alchemy's First Law of Equivalent Exchange. In those days, we really believed that to be the world's one, and only, truth.
Oh right, thanks for clearing that up, they do that yes, but it is also possible for different units to have different numbers of them above their head denoting their rank.
Usually based on either the Army or Marines ranking system.

In Red Alert if you select a bunch of GIs and they net themselves a few kills, a tiny symbol appears above each one's head. the symbol is a ^, if they continuing killing baddies, the number of ^'s increases.

They could gain some sort of mutation. Nah that requires a lot more graphics, not some floaty above their head ^'s or *'s or -. a ^ with two -'s below it is the symbol to denote the rank of Major.

Having someone who worked on a game where units rank up, working on another game is evidence to suggest that a similiar thing may and in all likelihood will, occur in the new game, but that doesn't really affect my point that a regular unit should not be able to out rank a hero unit.
I am by no means saying I do not like the idea, I merely think a regular unit should not be able to progress to a rank higher than that of a Hero unit, esp. a major character such as Raynor, or Kerrigan (when she was still human and held the rank of lieutenant).

It's a cool idea. But practically it seems silly in Starcraft. Raynor is a Sargeant (Sgt)? In theory, based on other games where unit ascend ranks, a rank of Lieutenant (Lt) can be achieved. That is higher than Raynor's rank of Sgt. A regularly created/trained unit should not be able to out rank a hero class unit.
