Running any firewall programs. Sometimes it may block or slow down the information coming in. This also can be the issue with some anti-virus programs. Some anti-virus programs have a game mode or a setting to allow the game the access it needs.
I know in Canada that some ISP's have been known in the past to limit access to blizzards games to cut down on the bandwidth it uses. I would contact your ISP and have them check to see that they are not limiting access to it and if they are tell them you are leaving and take your business with you. It would also be good time to see why you are having the issue with the up speed. They also have more tools to track down where the issue is
Also this game is still very new with a lot players trying to access Blizzards servers. Also since it is online only and many players like to play alone it is putting much more stress on their network.
I get tonnes of Lag and I also have a very high latency 90% of the time it is in the red. The issue is more that I have no other option than using a cell or usb iinternet stick and since I do not have a cell it is the usb internet stick. The issue is not the bandwidth that the game needs but more that my internet will sometimes idle out if not that much data is going through so it takes a few seconds to get the connection out of idle. I did get better connection in public game but there are not that many people playing on Starters edition (guest pass)
I think I also read somewhere on the main Blizzard forum to enable the general chat. It might help with connectivity.
Also another thing that could be causing the issue is the amount of channels you have set for the game to use. Change it to the lowest setting which I think is 16.
