What the heck? If they only put affixes for a few abilities, then everyone will use those abilities.
Not as far as I can tell. The Barbarian's selection for instance includes everything that deals damage that isn't a significant resource generator that already has a cooldown (I.E. Ancient Spear/Leap Attack), some sort of debuff that doesn't apply damage by default (Threatening Shout), or the super long cooldown skills in the Rage tab. Wizards are Primary/Secondary/Force with the odd omission of Wave of Force. Witch Doctors are Primary/Secondary/Decay with the omission of Haunt in favor of Zombie Dogs (Which is very appropriate). Demon Hunters are... less obvious at a glance and monks have Tempest Rush in for some reason that I can't fathom.
Anyway, point is the abilities that don't benefit from these perks are not abilities you'd be using as primary/secondary nukes. They're either limited by cooldowns too much, defensive, or general utility to really benefit.
