Funny how everything which isn't WoW has been "not done" for six years now, and everything not in the WoW universe has been "not done" for over eight. Somehow, with a small fraction of the financial resources and number of developers, they released a big title every year in the six years before that... Mysterious indeed.
My UDIE2 mod editor has an item store in it and it has all manner of odd things that you can't put in game. Such as an ear, tail, fang, horn, elixir, etc. There are also some quest items in game like the golden bird, the organs, horadric scroll, etc.
Maybe that was supposed to be a vault to keep the items after you've completed quests. As for the items that never made it in game, maybe they were things that were cut due to "time constraints."
Regardless it still doesn't explain the chat gem. -,-

I respectfully disagree - isn't "Why don't they want to release this game?" the biggest mystery of all? (Though certainly not a hard one to solve.)
