The development process is such that there's a constant iteration on all parts, so while skills are largely complete there's still work being done that could mean some are removed or replaced, new ones added, visuals changed, mechanic changes, etc. and that will likely continue until the game releases. By the same token you could say an Act is playable from start to finish, but by no stretch would we consider it complete until we ship the game. Constant changes will occur until then to make sure it's as close to perfect as possible. The majority of the guys and gals, I'd say, are progressing on filling out the content for the game. Which is also the exact stuff we want to be kept under wraps, and thus will never be seen until the game is released and you play the game yourself for the very first time. Which makes talking about what's currently being developed kind of difficult. We have a few things left in store to share, though.
This bit of news kind of dissapointed me again. I hoped that "the development is technically complete" would mean they're near done except for balancing etc. Now we could see this line as "you can play the game from start to finish" except that you will be missing alot of content and what not.
On the flip side, i really like how they're keeping the storyline a secret. This would also mean the beta will probably be something like the Diablo2 demo. Just a few introduction quests, probably arena and a bunch of other ways to test the game without spoiling the plot.

I think that's good news. They're only fine-tuning and preparing for the end-game.
The initial development is complete, now they're double checking to see if everything is the way it should be, while ready to change the things that don't really fit.
I'm usually into spoilers but i guess it's a good thing they won't show us stuff. Still i hoped we'd get at least 2-3 acts for the beta.
It sounds like what Pearce had said. It sounds like development is "technically" complete. The reason they are probably changing things is because of internal feedback. Just remember, everyday is another day closer to beta - AND release!
