I love how you think think you've already won this argument, considering that I already addressed that point (point 3, did you miss it?), which you obviously ignored since it completely debunks your case.
So you say what if the runner is a wizard or demon hunter and the chaser is a barb. I guess you're not aware of how some of the spells are going to work in D3. The melee classes have all been given more range skills to use, and you can't use teleport and such indefinitely.
So I ask you, if you think it's not possible for a barb to catch a wizard in an arena when the wizard can't use teleport non-stop, then what hope did the barb have in catching a wizard in d2? You don't seem to be complaining about this.
He can camp it. There is a wall in the way, and if the wizard wants any hope in getting in view of the barb then you would have to get closer, which defeats the purpose of running.
And we haven't even played it yet so I think this is enough of the scepticism already.

Point 3 means nothing, it's speculation at this point. Health Globes have already been shown so one can safely assume they are staying in the arena. Also I don't see them having an option to turn them off in ranked modes since with ranked modes your control is very limited otherwise it would be unfair to the people who play the right way and don't heal since they would no doubt be thrown into the same pool of people who duel with healing potions. If the best non healer duels the best healer then what set of rules do they follow? See the point?
Also you have 7 skills, 7 skills which I feel would be unchangeable within the arena so let's say you are a barb and don't have ancient spear or a ranged move...what do you do to catch the wizard who can safely spam spells at you across the screen. Even with ancient spear, if you miss how long is that recovery? Yea people ran in D2, ALOT, and it was a pain with the barb since you ate a shit ton of attacks just trying to get in but the fact that if you agreed to no healing duels like any good PvP'er would do then you just had to dodge and move till they stopped a second to attack which woulnd't happen in the arena since they would just keep running till the globes appeared. Again your theory is flawed.
Isn't it all speculation? I'm arguing that it would be possible to catch them, you're arguing against it. I have my reasons and you have yours, so until we get to play it and see it will continue to be speculation.
If the health globes are an optional feature, then turning it off is your choice since that's the way you want to play. I can't imagine it being hard for the matchmaking system to take this option into account and match up only those that chose no health globes together, keeping them separate from those that chose to have it on.
Either way, whether you have them on or not, both teams are pinned with the same rules. One side can run and hide and wait for the globes? Well the other side can too.
All in all, if it really is impossible to catch someone in the arena (which I highly doubt considering the cooldowns and limited space) then something will be done about it. Blizzard isn't stupid, they won't ignore this point.
If you don't get ranged skills on a melee character and as such can't catch anyone, then back to the drawing board, it's a failed PvP character. You might as well have taken into consideration the wizard not having teleport also.
If you miss, well then the chase continues. I suspect cooldown would be much less than the time it takes for health globes to reappear so there should be multiple opportunities before each re-healing. Again, when the health globes pop up, you'll know where to find the runner then.
Honestly, I don't see why these health globes are a problem to you. If there are ways to exploit this and turn the tide of a battle each and every time, without a way for the chaser to counter them, then the system is flawed and things will have to change. Until then, just appreciate that whatever your opponent can do, you can do too.
