Game Guide Not Up to Date
It looks like the devs are currently working on fixing some things regarding the Game Guide, which in the mean time will not be up to date.
Hello all, I just wanted to post this as there has been a lot of confusion regarding Legendary items. The Game Guide currently has some mistakes and misleading information in it. I will be working with a team on fixing these mistakes. Thank you for your patience with this.

Mempo Seems odd we're never seeing these items in-game even if they can seem to roll them on there magic item generator.
I said that I will upload pics as soon as Imgur lets me. Since Legendary items have value, I take all bug reports of them very seriously. Jodd asked if I could look at Mempo again and I did. I said I was wrong when I told him he was looking at the pre-1.0.3 legendary Mempo.
If you can roll items on the PTR, roll one of the inna's favor/teperance/inquisitors who think is fine and put it on the AH for 2 billion no buy out. I'll take a screenshot and upload it for you.

Can you please provide a definite answer? Is Mempo SUPPOSED to roll one of those three attribute ALWAYS?
Yes. It will always have either Str, Dex or Int.
Hey guys, I did some more testing in the PTR build. I spawned in 30 Mempos. All 30 had above 170 of a Primary Stat. Three of them had well over 200 of a Primary Stat.
As of right now this is working as intended in 1.0.5. I do not know what to say about the 1.0.4 Mempos other than that all new Mempos dropped in 1.0.5 should be in line with the stats I am showing you above. 1.0.4 Mempos rolled correctly when we tested them for 1.0.4 and these 1.0.5 Mempos are rolling as expected. There was no bug logged between these times nor a documented game change.
I am going to put in a bug to see what the developers say regarding Mempos of Twilight not being able to roll 200 of a Primary Stat as a single affix. We'll see what they say.
I truly appreciate your patience with this. It is hard to have a conversation with people over a forum.
EDIT: Got one with over 200 DEX.

Are you running these on this build? Or is there a higher Internal RC? which you and your team are testing on.
The PTR does not have nearly as many players on it as the retail client, and as such, you should not expect to be able to deduce any sort of evidence from any amount of items on the PTR AH (or lack thereof). To your second question, yes, we also have internal client build numbers that are newer than the current PTR build, and yes, Vasadan and his team are also testing on those. Their results have been consistent with what he has been reporting on this forum throughout the day.
Natalya's Embrace Is this supposed to be able to roll 170-200 Dex?
I rolled one with +178 Dex here at work. I'll post it as soon as Imgur lets me.
+178 Dexterity
+99 Intelligence (random)
+71 Vitality (random)
+11% Life
Reduces resource cost of Chakram by 5 Hatred.
3 empty sockets
This is another thing that has me convinced they are bugged, if the game guide is pulling data from the game then the item designers obviously intended it to be able to roll these props
The data the Game Guide is pulling is the stats and the number ranges. The "+2 Random Properties" is not a stat in-game. It is a list of affixes that can be rolled, set on each item.
You are right, The affix "PrimaryAttribute_Str 16 Legendary" must be made available for selection by the random property then.
I'm sorry for the confusion guys, I think I understand the miscommunication. I thought you meant 170-200 as a combined stat, not as THE 170-200 stat.
According to our in-game data, this item is not supposed to pull the 170-200 affix before random affixes, meaning you will not be able to get over ~180 Dex on this item. However, this is listed in the game guide and on other online sites as you all have pointed out. I'm going to put a bug in for this specific affix not rolling on this item and see what our designers say. I am not sure what is intended here.
This also goes for the Natalya's Embrace. It can roll 170 Dex combined, but it cannot roll the 170-200 Dex affix before the random affixes. The Immortal King Irons however, can do this. This also happens with many other set items.

Not trying to rock the boat or anything but I wonder if the harm is really that bad in letting players be able to do this at least in PTR, so we can test items/builds.

I'm not strictly posting this for you but just in general for everyone.
PTR - means public test realm, you TEST stuff in it. and hes not just any blue poster, hes a QA analyst meaning its his job to able to re-produce any bugs that either are found by devs or players.
This is a very wrong assumption that all blue posters are the same, and quiet a lot of people don't understand it very well. being blue doesn't mean:
-they developed the game
-they designed the game
-they have access to player infos
Also they do let players sometimes to try out certain dungeons or specific weapon, but since diablo's loot is not set and its always in RNG it wouldnt make sense to give players the best quality for testing, it doesnt help anyone. They want to test RNG and gameplay usually, because ur experience and gameplay will be a lot diff than the next guy.
In most PTRs in wow they provide you with premade characters with full gear and full profs and supplies so you can actully test ur spec, talents, gameplay. Since there is an "endgame" gear it works in that case to give test gear.

I think your post kind of deviated from my point.
Firstly, I never stated that all blues are the same, there are many types of Blizzard employees such as QA analyst, Community Managers, Developers, Support Forum Agents, etc which all fall into the category defined as "Blues".
You are correct in that there are people who do not know this but don't assume that someone doesn't know this just because they mention "blue".
Secondly, there is no harm in sending out a post indicating that it would be nice to have the ability to spawn items. To further my point against to comment.
I never indicate that said items have to be "best quality" as indicated in your posting. Items dropped in D3 are indeed governed by the RNG, but it does not hurt to be able to test items of Legendary or Set quality since if you have read from the Vasaden's posting,
Items can be spawn subject to the RNG equivalent to as if it were to have been dropped from a monster, thus having properties derived from the in game RNG as you would on live.
The point of PTR a Public Test Realm, is itself to test for a variety of things. Blizzard's internal testing team is limited in that it would not have the extended abilities of a large testing pubic community and to say that testing the ability to spawn items, including but not limited to Legendaries and Sets and that "it doesn't help anyone" is a flawed argument,
Being able to test a large range of items including but not limited to Legendaries and Sets will expose a lot bugs that Blizzard's own internal testing team will never have the ability to do on their own.
If players could create themselves uber characters in the PTR, they would use that to satisfy all their curiosity and it would kill the satisfaction of accomplishing that in the real game.
Funny how they won't ever restore gear yet they can just spawn in items. This is the one thing that disgust me about Blizzard, lost gear? Don't worry the RMAH is the best support you got, anything else I can help you with today?
Blizzard really got caught up in over controlling how people interact with their games. It's actually quite surreal to see the company they are now versus the one there were years ago. Kind of depressing actually :/

Isn't the point of playing a game to have satisfaction though? Originally why do people play games? Aren't games suppose to be for fun, satisfaction and an enjoyable experience while you are playing it?
Diablo 2 had a dual system wherein you could play single-player/open battle.net and server side multi-player.
In the single-player/open battle net I could spawn items/stats on my various characters of varying degree to test different builds as well as armor composition. I did gain satisfaction from this and it did satisfy some of my curiosity, but by no means did it quench it's thirst.
I had the ability to test all types of items from weak rares with specific attributes to godly rune words. While having access to these items in singleplayer/open battle net did create a lot of enjoyment it did not discourage me from attempting to gain said items on server side multi-player.
It is because of that system that I had played Diablo 2 on again off again for last decade. There is no other game on the market that had such a nice combination of fluid systems.
I know that this dream of having the ability to spawn items much like my dream of having a single player/open battle.net system will probably never come into fruition, but that is not to say I agree with the current system.
I do not agree with the current system and firmly believe that computers/video games are meant for ENJOYMENT/SATISFACTION.
There IS a system that let's you (and any other curious player) spawn items to your heart's content; it's called "Playing the game"
And whenever there is written "I need items to "TEST MA BUILD"" there is read "giev teh lootz".
p.s.
I firmly believe this is Blizzard's game and they are entitled (unlike most of vocal minority seen online, which only feel entitled) to run their game as they like. Which involves player feedback, if they feel like.
