ok, ill try to explain as clearly as i can. if you are going for single element +%element damage on gear pieces, and you find a piece of gear that has +%skill damage, how and what kind of damage will apply to your dps and/or element damage bonus, AND, is it applied as physical, or elemental? will it be sheet dps? let me give an example. lets say i have a wizard using fire spells exclusively. i find a weapon ir other item that adds +%15 damage to arcane orb... will it only apply if im using normal arcane orb with "arcane damage", or will it be the same bonus even if i use the "fire ball" or the "frozen orb"? if not, what are the variables / penalties if any? again, if this was adressed in FAQ, forgive my lack of understanding. any input or link is greatly appreciated. thank you all for reading!
Not sure if I understand, but the skill bonus applies to any of the runes, regardless of element. If you have a helmet/boots/orb with +Arcane Orb damage (only those slots can roll that, no weapon) you'll get a damage bonus to any Arcane Orb - with no rune, Obliteration, Arcane Orbit, Spark, Scorch, and Frozen Orb (not sure what you mean by Fire Ball). The element doesn't matter, and the word "arcane" in arcane has nothing to do with the element, but the fact that wizards are the masters of arcane power (our resource).
Elemental bonus damage gets added regardless to your skill - and is only applied if the skill (or effect, such as caused by a legendary gem or item) is of that damage type. Note that your weapon damage type is overwritten and has no effect. For example, you have a weapon with fire damage, use Arcane Orb, and the Frozen Orb rune, then the damage of your Arcane Orb is 100% frozen and only frost damage gives you any benefit whenever you cast that spell.
You can see your elemental DPS when opening your character "details" pane, there's an item in the list like "increase frost damage" and when you hover over it you see your elemental DPS (for that element, of course).
