I was looking at the gems page on battle.net and noticed that the ruby gems have different values then in game. Is this going to be the new values or are these bugged? Because at the moment ruby gems give static dmg.

It's saying the same thing in two different ways. In-game, the tool-tip reads +14-28 damage, which gives a range.
On the site, it lists two separate components that make up the range. The first is a guaranteed +14 damage, which is what adding to minimum damage does. Adding to maximum damage increases the range; +14 damage means that it can randomly add 0 to 14 damage per hit. Add these together and you get the 14-28 damage range.

Pretty sure +14 to minimum dmg / +14 max dmg is the same thing as +14-28 dmg . 28-14 is 14
