To be clear: On your first kill of a boss in normal difficulty, you are guaranteed a random rare and a class rare, as well as some blues and other stuff. All other kills on all difficulties result in standard drop probabilities. You have a decent chance of getting a rare or two every time you kill a boss.
This leads me to believe that only in normal will we get boss confetti. After that in NM, Hell and Inferno, all bets are off. Drop rates will increase, but the bosses won't even matter.
That is quite a good idea in order to get some good gear fast. At the same time it kind of makes boss farming pointless, making the replay value almost lesser now. Why would you make your way to a boss when the drops are standard?
I think of him more as a sub-boss/mini-boss ..ect Kind of like the blacksmith or blood raven. from D2. than a 'Boss'. I think the blue post is referring to the main bosses of each act. (as the sk sometimes does not even drop a single rare, though that is rare, but even rarer that he drop 2 at once)

Agreed - I never had a rare drop from SK other than first kill with char, but I've only been playing for a couple days.

I got three off him on my first kill. Two class based and one random.
which is even rarer than just getting 2 =P
Granted these stats dont include just patch 16
But I must have killed him at LEAST 60ish times (if not more) with new characters (before the waypoint switch, id farm level 1's to him) Maybe 1 out of every 5-6 runs didnt get a rare, but 1 out of maybe every 15 or so got 2 rares, but I have yet to get 3 rares (granted Ive only done 4 fresh characters runs in patch 16)

Point being, I dont think the blue post is referring to SK =P
On my first SK kill (per character) I've usually gotten 1 rare, ocassionally 2, and occasionally none. I never expected that "first kill bonus" to be something that carried over into the actual game (for SK) as I never saw him as a boss.
That being said, I think the blue post (as Molster stated) might be referring to actual bosses. I mostly saw the rare coming off of SK as a bonus for "Winning the Internet" if you catch my drift... a reward for beating the beta.

I got two Mighty Weapons (one-handed) off SK one time I killed him. Never gotten two consistently though, so it's either something that's only gonna be in release or just the final bosses of the act.
I originally thought with the drop rates it would be common for people to reroll characters simply for that "enhanced" drop rate off of the first kill in all difficulties.
Now it doesn't seem to matter who you kill. Provided that they are the highest mlvl available to you. I know in beta the SK is a lower mlvl than the returned, thus returned runs are born. Who will we be running in Hell and Inferno?
I typically get at least 2 rates off the SK with new toons. I have gotten 3 a couple of times.
I actually found my first rare from something besides the SK earlier today. It dropped off a normal mob, not even elite!!
But now I cannot log back into the game =(
I've found rares off of weapon racks, armor racks, barrels, and regular mobs in addition to the SK and other elite mobs. It's always exciting when those yellow letters pop up out of nowhere in the most unexpected places. So I agree with the blue post indicating that a single rare from a barrel changes your game perspective forever....
I also cannot log back into the game now
