I really, REALLY, REAAAAAAAAAAAAAAALLLLLLLLY hope that it will, and not be like the one in D2, make it look like the original... I would rather see it as a town too, not a battle field...
I wouldn't at all mind seeing Tristram again. However, I have doubts it'll ever make a return (aside from a possible aside-comment by one of the games NPCs). Tristram was completly destroyed. NOTHING of it remains. Even the king and his council were killed. So hope of it being rebuilt are unlikely. The only reason to return would be to fetch an object of important value that may or may not be hidden there.
... OR. (Crazy thought) With the Worldstone gone, Diablo and the prime evils can set up shop on Earth. SO. Tristram becomes Diablos base of operations. So, a hell-spawned tristram really.
Or, something even different: Have Tristram appear to the hero as a peaceful, and uncorrupt village. Have him do some quests for a couple towns people and BAM. You find out the man claiming to be the town mayor/elder is actually Diablo and that the town was actually in ruins and chaos, and the townspeople were actually shambling zombies. (Yeah, like in that one Diablo novel.)

Okokok. Anyway. I would like to see a return of Tristram.. hopefully Blizzard can write around the fact that the village was totally decimated and everyone died, save Deckard Cain. I would like to be able to go back to Tristram as a village without having to walk around at a snails pace in Diablo 1
i think that tristram in D3 should be a town people forgot about and wonder into about half way through the game and have to do some quests in another town nearby to cleanse the town.

Anyway, I would love to see Tristram again, expanded upon, of course, to be closer to the original version. I highly disliked the layout of the town in Diablo II, and felt that it didn't really capture the same atmosphere the Tristram of the original Diablo had.
My preference would be to see Tristram in a prequel. I'd love to explore more areas of the town and interact with the townspeople again; maybe being able to actually enter some of the buildings around the village, too.
That's not to say I wouldn't be content with a post-Worldstone Tristram. Given the events of the first two games, I can somehow picture Tristram being ordained a sort of "sacred ground," if that makes sense. I don't think any quests should directly involve the town, but maybe have it available to visit for a touch of nostalgia.

The first time I visited Tristram in Diablo II, I remember picking up Wirt's leg and carrying it with me throughout the entire game. I didn't use it to open the Secret Cow Level or anything; it was just my "trophy" for dealing with his shenanigans.
My friends and I would also no-skill melee Diablo to death with Wirt's leg. Fun times.
