Ive been reading around the web looking for a topic like this and haven't had any luck.
It seems to me that the Chance to Hit listed in the character sheet is just flat out wrong.
Barbarian is my favorite class, but every time I try to play one my fun seems to be ruined by constantly missing melee attacks.
I decided to make a WarCry barb to avoid doing melee, and he is quite fun but I decided to do some experiments.
I'm in Act2 Nightmare and I only have a 55% chance to hit the spear cats.
After running several tests, counting my hits and misses, after 100 swings, I had only landed 33 of them.
Even in the past with my previous barbs that had a 95% chance to hit (the max) I still don't seem to be hitting 95% of the time, it feels more like 60%.
What is going on! This is driving me nuts! Does anyone have any answers?
Attack rating has always confounded me on how it exactly works. I usually play melee characters as well but I just keep dumping so many points into dexterity and equip life leeching items that it becomes my substitute for vitality.
I'm not sure though if the way you tested your attack rating would be the right way to do it. It seems like out of each individual hit that is your chance of hitting. But seeing how many times you land a hit out of a hundred seems like kind of a skewed way to measure it because every hit has its own percentage. You would expect though that out of a 100 hits you would've landed more. At any rate, I can understand your frustration. But my Sin currently hits nearly everything all the time so I am pretty happy right now with my AR.
The character stats screen is horrible and is barely accurate after level one lol...its been like this since the game was launched, I mean hell many of the skills have completely wrong damage listed in that screen it even shows facets and griffons as increasing trap damage LOLwhich it does not!
As for you not hitting creatures exactly 55% of the time you have to rmeember attack rating only determines your chance of overcoming a monster defence, it does not factor in any possible dodge or parry crap they may have
I used to hit the traps, but I wouldn't escape, I'd go melee on the monsters as well. When I ultimately got bored, I gave her some martial arts skills via an editor, and when I hit with melee, she rarely missed a hit.

It happens quite often that im standing still, bashing the hell out of a monster and it takes like 15 hits before I can even touch it. Quite frustrating.
Maybe the random number generator? Luck? Bug? Whatever it is, it's just annoying...
