I am currently at an impasse as I am unsure of what I need to do.
I'm a level 60 wizard in inferno mode, but I have a problem and would like a few tips or some advice.
My problem is, my current gear is not capable of killing anything, even in act 1 inferno, yet the gear drops from hell mode aren't sufficient enough.
Is there something I'm missing? Gear in hell mode isn't good enough to progress into inferno, but can't kill anything in inferno to get the gear. What am I missing here? any tips/advice would be most appreciated.

Edit: I should clarify that I have no issues in killing things in Hell mode. Only Inferno is giving me problems.
Surely you can kill the wretched mothers on the way to old tristram? Can you kill the boss there?
If you get a basement with an elite and have a problem with it. Yeah, don't base inferno off of that. There is no kiting room there. It gets ugly.
At 11k DPS, most everything in Act 1 is rather trivial. I'm a petless WD and the only things that kill me are the odd affixes (fast/mortar/etc, vortex/plagued, vortex/molten - things like that). Rest of it is cake. At 22k, Butcher dies pretty fast. 11k probably won't beat his soft enrage timer. But the Warden is easily killable at 11k.
Above all. Learn to dodge and weave. Don't take hits from things you could possibly avoid (yes, you'll complain that this game's hitbox is miserable, which it is). The second spent dodging is the minute spent not having to run back to where you were.
By no means am I a pro or great wizard, but I know where you're coming from. Right now I can pretty much handle Act 1 inferno, having to skip certain types of packs. In act 2 I can't even get out of the gate to reach the desert lol.
I think that the AH plays a big part in progressing. If you're not using it to upgrade and only relying on drops, that is probably a large part of your problem. Personally, nothing that I'm wearing now to be able to do act 1 came from a drop. Everything has been bought from the AH. So I've just been farming as much as I can to steadily do upgrades.
My suggestion would be to do the same, farm as best you can to buy as many upgrades as you can. Then get with friends or join some pubs to maybe do butcher runs and hope for some upgrade drops or stuff you can sell on the AH yourself.
I am now at 40k HP and 26k'ish damage. I think I need to work on a lot of stuff to raise my Dmg much higher. I get the whole don't get hit thing everyone likes to say, but for me that has proven easier said than done so I'm still working on that part too.
I just recently raised my Dmg by 5k to put me at the 26k mark(buffed). What I had to end up doing was switching to a 2H to do it. Although I would prefer a 1H + Oh, I just can't afford the items I need to increase my damage. With the 2H I'm now using, it was much cheaper and I also got it with Int and Vit stats that significantly raised my HP and Dmg, which again was much better than what I had with my 1H + Oh.
So for increased Dmg, maybe this is something that could help you for now. I searched for a high Dmg 2H with int and Vit stats.

very helpful, I'll see what I can manage to kill. I do have 12k dps for now, and around 32k HP.. but for some reason I just can't kill the elite packs that roam in Act 1.. no matter how much I try to dodge. I have decent resistance for act 1 as well, between 450 and 500 to all.

You have phrased your question in terms of a faulty assumption. Gear in Hell mode act IV *is* good enough to get into and start farming act I inferno. Act IV hell drops gear from act I inferno. You simply simply haven't been farming enough. It really does take a while, that's what inferno is all about.

Yeah. Act 2 starts off as a real ass kicking. I cleared up to Maghda today, but I admit I corpse walked a little too much for my liking. After you get those 2 rituals shut down and on the road to Laconis or wherever, it gets a lot easier. It's those infernal Lacunas that pop up all the time. They rip me a new asshole. But once you get used to them, it's not so bad.
But once those calm down and you are dealing with fallen and stuff; it's pretty simple really. I got to Maghda with only 2 NV stacks though - I couldn't find an elite forever. The ruins outside Laconis kicked my ass though. Those serpents that disappear and attack in melee range 1 shot me every time. And they fixed the AI on the magus ones. They don't stand there like retards and channel constantly now. Next goal is Maghda with 5 stacks. And farm that for a while.
I figure the oasis is the next best farming spot. Few "surprise" mobs and a decent number of elite groups and lots of kiting room.
There was a blue post about this a while back. Basically in Act IV Hell you have a chance to get items from Act I Inferno. Considering you can probably get 5 stacks of nephalem valor faster than you can struggle through Inferno Act I, it may be worth doing.

I don't like asking for gear since it's widely frowned upon, I'm just having an extremely difficult time.
