Been meaning to post up some thoughts on these two issues for a while.
Thinkfully, Jay Wilson posted up a tweet yesterday to eliviate some of my fears.
In respons to a question:
"Hey, I wanted to ask if guys are working on "FPS drop" problem? Are you gonna try to fix it in beta? Greetings from Poland!"
He says:

We're doing stress testing on the servers which is what is causing that. It should not be there in release.
This to me is great news. I figured this to be the case, but to see it typed out makes me super happy. Having assets take a split second to load the first time you see them really stinks.. and apparently that isn't a problem come release!
Also, I have gone through every single skill video that has been posted on the official site, looking for signs of that pesky hit lag. What I mean is, in the beta, most monsters, if you see their swing animation, it means you can't doge it. Its very annoying. Well, thankfully, I can't find any of that in these new videos (apparently in the internal build) which to me means, it likely isn't a proble come release either.
In fact, theres tons of cases in the videos wher eyou can clearly see a monster swing, look like he misses and.. it actualy DOES miss. Its nice! Check the first seconds of the Seismic Slam video: http://us.battle.net...ve/seismic-slam
First monster swing clear would have landed in the beta..
