So I am new to the class and playing a seasonal Barbarian. As I thumb through the build section of the sight I noticed that almost all of the builds require some set pieces or a specific item. My question is, what build should I use prior to having access to a specific item set? I just recently hit 70 and would like to farm torment as soon as I can.
You can start with whatever skills you like. Barbarian will play just fine with your choice of fury builder (like bash, frenzy, cleave), and fury spender (HOTA, seismic slam, whirlwind), with some various other abilities/cooldowns to assist your defense, mobility, or damage. All the more specific builds tend to require certain items because they modify skills in significant ways. For now, start playing what you like and see what drops, then tailor your build around the items you get. If you have a specific build in mind, use blood shards to work toward that (it's best to go for the items that cost 5 blood shards first).
Also, the bounty caches now have a high chance to drop the cache-specific legendary items. Most of them aren't going to be your ultimate best in slot pieces, but they're a good way to start building a set that can handle low torments.
Basically the more lightning damage you get from pieces, the more deadly it becomes. It's by far not the most powerful build possible, but I think it's one of the more forgiving in terms of set items and legendaries. Im at the point now where I am waiting for specific things to replace, like a Thunderfury or Shard of Hate, but for the most part, this build is just stuff I have slowly collected over time. As I find more stuff, the ability to move up in torment levels goes up. For the longest time I couldnt go over T2 with it, then I found a few more parts, made a couple of adjustments, and T3 became easy, then T4, now Im on T5 with this build, which isnt exactly easy, but if I pay attention to elites, I can complete a regular rift solo without dying. If I could just find those best in slot weapons, I could probably run on T6 with this.

RoRG is the tultimate BiS piece endgame. But that said
A1 has RoRG, Mad Monarch's Sceptre, and Pauldrons of the Skeleton King. One is a BiS item, the other two are really good stepping stones into higher content.
And A2 has Gloves of Worship, probably the best non-set gloves in the game, and Illusory Boots, which are amazing.
Between those two acts you can get into torment 4 or 5 by raw stats. So I'd recommend at least doing caches for a bit
