Go to http://www.systemrequirementslab.com/cyri/intro.aspx. Select Diablo III from the drop-down menu. This test will tell you if your PC can handle the game. It's based upon the system requirements from Blizzard, so it should be accurate.
I get between 20-60 fps in full games depending on wtf is going on, on my screen
Bear in mind a large portion of the community would consider 20fps unplayable, I certainly would. The goal is always 60fps solid at your native resolution, even if you have to sacrifice some IQ.

I run with everything on high at 1920x1080 except shadows, I mean come on who cares about high detail shadows lol...
