in the unofficial patch notes it's written that Ice armor increases armor by 800% down form 1000%, that means that Ice armore currently boost armor? because AFAIK, it dosent it only freezes ennemies that touches you melee
Datamining errors happens. I'm pretty sure people wouldve started to notice by now if Ice Armor increased your armor by 1000%.
It's kind of hard to miss.

No, this was removed awhile ago.
There is a field called "Stat" this field almost always has wrong info (for example 0 - 0 cold damage). I removed every single stat field (so I thought) but had someone else format the wizard, so I didnt catch that I left one stat field in.
The runes were changed, base spell was not (well, it was not changed to that degree at least =P)

The buff should have been much more obvious, like 50% armor increase per stack. Becouse right now its still loughable compared to prismatic armor.
Prismatic armor - 65% armor increase and 40% resists increase at all times.
Ice armor - max 90% armor increase and no resist increase and you have to be hit 3 times for that - which is not good thing on inferno, especialy HC.
Seriously, unless Blizz realizes that, and gives Ice armor (the base spell) 60-100% flat armor increase (while keeping triple 30% from rune) nobody is going to use it instead of prismatic. Its supposed to be for melee wizards, yet nobody who can count (0-90% < 105%) will ever use it.

Just thinking out loud here, but if you pop diamond skin and take three quick hits, then you get 90% armor for the next 30 seconds and since diamond skin has a shorter cooldown, this is going to be nearly 100% effective uptime right? I don't play a wizard seriously (my wife does) so I could be way off base here, but it seems like a really good buff if used in tandem with other skills that further mitigate damage.
Yeah, not to mention the increased chance to freeze the enemy that hits you. It sounds like it mostly is giving you a different choice if you have more armor than resists... And more choices is the whole point. It has to be different, and this is a pretty easy way of making it comparable but still different.
There are builds and situations in which that would be the better choice for a shield. One of the more obvious situations is someone that decides to save money in gearing up by starting with +armor and not focusing as heavily on all resist. It does happen. Or say a kiter that is mostly interested in the slow/freeze, but also wants to be protected in the rare occasion where a few things hit them in a short time. It has them covered in both situations.
With survivability becoming easier as time goes on and gear becomes easier to get, It'll be normal for a kiting focused wizard to be able to take a few hits and they won't need a mitigation-heavy armor.
Armor is harder to max compared to resists. 90% armor vs 105% combined armor/resists from prismatic is not a huge difference, considering you also get a slow proc on hit that can proc cold blooded if you skip frost nova, which is quite useless nowadays. If you still cant survive inferno after so much time then yes you can use prismatic, but what's the point of playing a melee spec if you can't tank.

not even close, the melee build is still doable and frost nova is still very helpfull, but now u need more crit, loh, aponcrit, also u wont be perma freezing everything. However this ice armor should offer more than just that if u are going by more crit procs than u can just use storm armor(if u have high armor/res) which also boosts your dps tremendously.
As for me Im using energy armor pinpoint barrier until I get more crit%, and since I have very high resists as is I dont suffer much without prismatic.
