In my opinion Rathma SM is one of the best speed farming builds for Necromancer in season 14. This build is designed for speed farming nephalem rifts and bounties on T13.

Lost time is a really good phylactery for this build since we take the cold rune on bone armour.
Super fun build just thought I'd share the extra bit of movement speed with you
Edit: I also use the fueled by death passive instead of the free death since you don't really die with the goldwrap combo
I wouldn't call it speedy if there's no "Steuart's Greaves".

yeah actually playing around a bit more I feel myself not needing the move speed either and have switched back to the safer option
