Items:

Helm: The Helm of Rule is the first choice because of that 11% Block Chance, this translates in to a 27.5% damage increase to the initial Blessed Shield hit, this increase will help with single target mobs.

Stats: Socket, Str, Vit (rolls with), Crit Chance, Blessed Shield Damage; Gem: Diamond

Shoulders: Aughild's Power is the first choice. We will be using 2 pieces of Aughild's for the damage reduction and increased damage to elites (cubed RoRG will give us the 3 piece bonus).

Stats: Str, Vit, Area Damage, Armor, Resist All

Amulet: Hellfire Amulet is the first choice simply because of the additional Passive; Long Arm of the Law, Hold Your Ground, or Indestructible would be what we want, all 3 have their own merits. The Travelers Pledge is also a great amulet, especially if you are using The Compass Rose.

Stats: Socket, Str (rolls with), Attack Speed, Holy Skills, Crit Chance or Crit Damage (whichever is lacking)

Chest and Legs: Akkhan's set is what we want for the 2 piece bonus to get that extra 500 strength.

Stats: Str (rolls with), Vit, Armor, Resist All; Gems: Diamonds for survivability, Rubies for damage

Wrist: Aughild's Search is the the first choice for the 3 piece bonus. If you are instead using Aughild's for your Helm and Shoulder slots, Reapers Wraps is a great choice because it can roll with so many properties.

Stats: Str, Vit, Crit Chance, Holy Skills, Resist All, Armor

Hands and Feet: Asheara's or Sages. Again, we will be getting 3 peice bonus from the cubed RoRG. Asheara's will give you 100 Resist All and 20% Life; while Sages gives you +250 to all stats. I am leaning towards Ashaeras for the survivability, but if that is not an issue, then Sages will give a damage boost as well as some survivability.

Stats (Hands): Str, Vit, Attack Speed, Crit Chance, Crit Damage, Resist All, Armor, Area Damage

Stats (Feet): Str, Vit, Blessed Shield Damage, Resist All, Armor, Movement Speed

Waist: Fleeting Strap is the first choice as it has Attack Speed on it. Witching Hour is also a great choice for additional damage and String of Ears is great for survivability

Stats: Attack Speed (rolls with), Str, Vit, Armor, Resist All, % Life

Rings: I like Focus and Restraint because they can roll 4 properties and have a socket already, even though we will not be proc'ing the set bonus. Other worthwhile rings are The Compass Rose, Justice Lantern, SOJ, Occulus or a Rare crafted with desired Stats.

Stats: Attack Speed (2x on Occulus), Crit Chance, Crit Damage, Str, Vit, Resist All, Area Damage, Block Chance (Justice Lantern), Holy Skills (SOJ)

Weapon: Golden Scourge is the first choice even though we are not using Smite as long as you have a Gyrfalcon's Foote Cubed. Golden Scourge rolls with Holy Damage and 6 properties making it a powerful weapon for this build.

Stats: Holy Skills (rolls with), Str, Vit, % Damage, Attack Speed, Area Damage, Min/Max Damage; Add a Socket - Gem: Emerald

Shield: Jekangbord is required for this build. The additional jumps for the shields is what makes this build viable.

Stats: Str (rolls with), Blessed Shield Damage, Crit Chance, Vit, Resist All, Block Chance, Area Damage; If your resists and life is good, opt for Block Chance (will increase your single target DPS) and Area Damage (more damage for your bouncing shields)

Cube:

Weapon Slot: Gyrfalcon's Foote - Cubing this allows us to use Golden Scourge which will increase our damage due to the Holy Skills Damage it rolls with as well as the large number of magic properties it can roll with.

Armor Slot: Sash of Knives - Sash of Knives will greatly increase our single target DPS since it will toss a 650% Physical Damage Dagger with every attack, and since we have a fast attack speed, they will be flying.

Jewelry Slot: Ring of Royal Grandeur - RoRG will provide the additional set bonuses from Aughild's and Sages/Ashaeras.

Legendary Gems: (Legendary Gems function outside of the proc coefficient)

Bane of the Trapped: Flat Damage Increase for mobs under a crowd control effect. A level 25 gem will give you a damage increase of 22.5% Damage. Bane of the Stricken was ruled out because it has an Internal Cooldown and can only be applied once per Internal Cooldown.

Gogok of Swiftness: The more attack speed the better, and the cooldown reduction will also help with keeping Akarat's Champion up and Heaven's Fury Rolling, as well as keeping mobs blinded and Laws of Valor up. At level 25 each attack will have a 75% chance of procing this gem; with all 28 hits of Blessed Shield per attack, you will gain the 15% attack speed and cooldown reduction with your first attack of Blessed Shield

Pain Enhancer: 1200% bleed damage over 3 seconds for every crit is a good damage increase, but the level 25 attribute is what we want: 3% attack speed for each bleeding enemy. The more bleeding enemies we have, the faster we are throwing out shields. With a level 25 gem, you will be dealing 1950% Damage over 3 seconds to each mob hit by your Blessed Shield, and since the range on the Shattered Shield is so large, you will hit everything around you. As for the extra attack speed you will get 3% for each bleeding mob within 20 yards, if you have 15 mobs within 20 yards, your attack speed will increase by 60% after the first attack of Blessed Shield.

Core: Movement Speed > Strength > Vitality. Maximum resource is useless with this build.

Offense: Attack Speed > Crit Hit Chance / Crit Hit Damage (you want to manage these two to keep a 1:10 ratio) > Cooldown Reduction also has some utility here but Gogok, Fervor, and a Diamond in your helm should be enough cooldown reduction.

Defense: Resist All > Armor > Life > Life Regeneration

Utility: Area Damage > Life on Hit. Resource Cost Reduction and Gold Find are equally useless.

Build Guide

Some quick notes...

Attack Speed is crucial for this build, contrary to other Crusader builds; the faster you are throwing shields, the more damage you are doing.

Try to keep your Crit Chance and Crit Damage to a 1:10 ratio to balance out all of your other stats; Ideal is 40-45 Crit Chance and 400-500 Crit Damage before buffs, but obviously, the higher the better as long as your other stats are balanced.

You are going to want ~1400 Resist All and 1mil+ Life balanced with your Toughness.

About the Area Damage mechanic...every instance when damage is dealt, there is a 20% chance to inflict your Area Damage % based upon the damage inflicted that proc'd the Area Damage. So if you have 30% Area Damage and inflict 100 Damage to a mob, if that damage procs your Area Damage, you will deal 30 points of Area Damage to all mobs in a 10 yard radius.

This build also relies very heavily on crafted items, so get farming!

Blessed Shield - Shattering Throw: This is the main damage dealer. It is important to understand how this skill will work...The first mob the Shield hits will take the full 430% + 250% shield Block Chance (this is the total Block Chance on your paper, it uses all of bonuses but caps out at 100%) as Holy Damage. The Shield will then split it to 3 smaller shields which will each do 170% Holy Damage per hit, with a Jenkangbord, each of these 3 shields will bounce to 9 times (if there are 2 mobs, the shields will bounce back and forth between the two mobs; if there is 1 mob, then there wont be any shield bounces), that means that there are 27 shield bounces per cast of Blessed Shield.

Assuming the recommended items, using only the guaranteed rolls on those items....

Initial Blessed Shield hit will do: (430% + (250%(11% Helm of Rule + 20% Jekangbord)=77.5%) + 20% Towering Shield + 10% Holy Cause + 35% Akarat's Champion + 20% Shield Glare + 20% Golden Scourge = 612.5% Holy Damage) + (650% Sash of Knives + 10% Holy Cause + 35% Akarat's Champion + 20% Shield Glare = 715% Physical Damage) = 1327.5% Damage

The total of the Shatter Shields will do: (3 shields * 9 bounces) * (170% + 20% Towering Shield + 10% Holy Cause + 35% Akarat's Champion + 20% Shield Glare + 20% Golden Scourge) = 7425% Damage

As you can see, you are dealing out little damage, but in a very large quantity. After you add in all of the % Holy Damage and % Blessed Shield Damage increases from Item rolls, those numbers greatly increase.

From what I can find, the old Proc Coefficient for Blessed Shield: Shattering Throw used to be .33 for the initial hit and .1 for each Shattered Shield. So if all 27 bounces hit a target, you will get .33 for the initial hit and 27*.1 for the Shattered Shields = 3.03 procs / cast of Blessed Shield. I am not sure if this mechanic has changed, but the only things it would affect in this build are Legendary Gems and I believe that they function outside of the Proc Coefficient.

Heaven's Fury: Split Fury will also deal a large amount of damage, and since it is Holy, it will also benefit from all of your % Holy Damage Item rolls. What is so great about this skill, is that you can drop, and then go about launching your endless stream of Blessed Shields without it interrupting your attack.

The rest of the skills are pretty self explanatory.... Shield Glare: Divine Verdict for the Crowd Control and extra Damage; Akarat's Champion for the Damage and Armor increase; Laws of Valor: Critical for the Attack speed and Crit Damage; Iron Skin: Steel Skin for the Damage Mitigation.

Passives are also pretty self explanatory...The biggest on here is Holy Cause which will return 1% of the Holy Damage dealt as Life, this is huge since all of the damage we will deal (aside from Sash of Knives) is Holy Damage. As stated earlier, the additional worthwhile Passives are: Long Arm of the Law (longer attack speed and crit damage buff), Hold Your Ground (more damage for the initial Blessed Shield Strike), or Indestructible (survivability)
