Build Guide
An overview:
I have been experimenting with this build for the past few weeks, and have seen recently that it is picking up popularity and so decided to make a more helpful build guide.
The aim of this build is to proc the Monk's skill "Fists of Thunder - Static Charge", and at the same time provide an experience buff to the party. The main proc ability is the skill "Condemn - Reciprocate", since it has a 0.834 proc coefficient and can proc on both the explosion damage and the 50% damage returned. Taking into account that "Condemn" has a 15 yard radius, this leads to a considerable amount of procs from just a single cast.
Gear:
Blade of Prophecy provides two, free, un-runed Condemn explosions, per cast. Each of these explosions also has a 0.834 proc coefficient with a 15 yards radius.
Frydehr's Wrath allows you to spam Condemn at a 40 wrath cost, and Cindercoat helps with the wrath management from doing this. You will notice most of my gear has "Reduced Resource Cost" which also helps with wrath management.
The skill "Slash" is used to both recover wrath and proc Static Charge (Slash - Guard has a 0.80 proc coefficient), Omnislash in cube gives your Slash attacks an aoe effect with each attack thereby allowing you to hit more enemies and produce more Static Charge procs.
Skills:
"Judgement - Resolved" provides a 20% critical chance bonus for the party, and when combined with the belt Sacred Harness, will reduce damage dealt by mobs within the 20 yard radius by 40%.
"Laws of Valor - Critical" provides a 15% attack speed bonus for 10 seconds (Long Arm of the Law passive) and an additional 100% critical hit damage for the party. You will notice most of my gear has CDR, which in combination with Obsidian Ring of the Zodiac helps maintain the buff permanently.
Gameplay:
Hold down Slash, while constantly reactivating Condemn. Use force move (yes, stutterstepping sometimes) to move through mobs towards where the Static Charge debuff has just been placed. Make sure to always maintain the buffs from "Judgement" and "Laws of Valor".
Greater RIft Capabilities:
This build works best in the setup with 1 Support Barb, 1 Heal Monk, and 1 Static Charge Monk. My group cleared a GR76 with this setup, we had three 900 paragon players and I recently hit 1000 thanks to this build, and I was the crusader. It seems to also have some decent GR pushing potential.

im not ingame right now because i prefer playing PoE until the lag issues are fixed. but isn't condemn holy, meaning it doesn't gain anything from cindercoat?
this could open up the shoulder or weapon slot; there are no good legendary shoulders in this game, so probably weapon; the first choice to come in mind would be

Condemn - Reciprocate is the fire rune, so Cindercoat would work. I have Blade of Prophecy in cube, as it provides 2 extra Condemn explosions per cast, which effectively doubles the number of procs from each cast of Condemn.
"also, lacunis could be replaced with strongarms, as condemn should keep the proc up for the party most of the time. i simply don't feel like 7% ias is worth sacrificing them and gambling/cubing good lacunis."
Condemn - Reciprocate doesn't have a knockback effect, and so Strongarms becomes ineffective (each person needs to trigger their own Strongarms in order for the 30 % damage to be added).
"you could also switch out the horse for provoke or blind to generate even more wrath for more condemns. support crusader cant do much without static charge debuffs up, so he doesn't have to run ahead anyway, and most heal monks would get rid of dash first as well."
If you roll "Reduced Resource Cost" on gear as in the build guide, and use Cindercoat, and hold down Slash while spamming Condemn (Slash should have around 2.5 APS with the above gear rolls), the amount of wrath recovered from your generator is sufficient to offset the wrath cost from spamming Condemn. I haven't had any wrath issues at all playing this build.

Thanks :). Yes, we had 3 exp geared players for that one lol, and the exp monk wasn't even using a generator.

i've tried the (currently) more common bh:thunderstruck build, but the lag went through the roof as soon as i dared to push my blessed hammer button. it was during "prime time", when i usually switch to my EP monk because of static monk lag, so this might have been an exception.
how bad is the server lag with your build?"
The Thunderstruck variation is also viable, however is mathematically inferior to Condemn due to the low 10% proc coefficient on Thunderstruck. Thus far the Condemn static procs have been running smoothly for me, however when we pull 50+ mobs the game needs a few seconds to calculate all those procs, so there is that lag risk.
