Full Wrath of the Wastes, no RoRG. I feel like the bonus from Focus and Restraint would be overall more beneficial. If I were to use RoRG, it would probably be with belt and boots of IK for the permanent 50% damage sink. Since WotW gives 40% damage reduction while whirlwinding (all the time except for rend casts) I don't think it is quite as crucial as it normally would be for HC. After some further research, it turns out Whirlwind Windshear does not count as a resource generating attack, which makes FnR a little less awesome. They might be swapped out for RoRG and SoJ or something and use the IK set too. I would like to test this myself, though, should I ever be fortunate enough.

Dust Devil tornadoes spawn rate now scales with attack speed, so that makes Xephirian even more valuable. I choose that anyway because Electrified is terrifying.

There are a lot of +% movement speed abilities in here that I hope will stack. I haven't been able to find conclusive evidence one way or another. Should be easy enough to find out though. If they do stack then I should be able to fly around the Grift pretty quickly, with 25% base, +30% from Bul-Kathos, +25% from Wreath of Lightning. The massive number of tornadoes left in my wake plus Pain Enhancer should clean up most of what is left from the initial WW pass, excepting elites. If you aren't worried about survivability quite as much (farming rifts, for example), Taeguk would make for a good replacement to Esoteric Alteration.

Offense:

Attack speed for more Dust Devil spawns. The general guide on CHC/CHD was 1/10 ratio for best DPS. I have not done and don't really plan on doing my own testing for this. However, since I am using Pain Enhancer, I think CHC is more valuable than normal, so I would bump it to maybe a 3/10 ratio. This build doesn't really stack CDR, so it drops to the bottom. Wrath of the Berserker and Call of the Ancients are the only major cooldowns here, and perma-Ignore Pain is nearly unattainable without leoric's crown, which would require RoRG to work. I am not convinced it is worth it.

Build Guide

This would work as a standard spin-to-win type build. Spam whirlwind through mobs, and try to keep rend stacked up. Rend is especially important on RG and elite packs. With the Lamentation belt, you can stack it twice, and will hopefully be able to get off two casts without much trouble before resuming WW. Rend does break WW, unlike say, Overpower. Rend shouldn't be necessary for white mobs. Ignore Pain should be used on Fire Chains for sure, or as a general Oh No! Button. WotB should be used on any elite pack, but be certain to have it up for RG, at which point use it on cooldown, of course. If you are taking a terrifyingly large amount of damage while WWing around, put some points into Vitality, maybe do a 5:2 ratio from STR:Vit. You could also take the Bloodthirst passive instead of one of the offensive passives. Sockets can be Diamonds for better survivability. If you feel invincible, start exchanging them for Rubies. Helm can be an amythest if you need the bonus health, otherwise it should be a diamond.

What I plan to run in S3 for end game to try for GRift pushing. I ended season 2 at GRift 32 using a Raekor build. I am very interested to see how this stacks up to Raekor, which I loved. This is not set in stone by any means, and will largely be experimental. Any feedback is greatly appreciated. If you would like to watch me die a bunch on HC Barbarians this season, you can find me at Braxxisstreaming on Twitch.
