The core of this build is Schafer's Hammer, Thundergod's Vigor, and the 6pc Set bonus from Roland's Legacy.
You get lightning damage on your bracer, amulet, weapon, and belt which can stack as high as 80% with perfect rolls.
This can be further raised with a Stone of Jordon and a Lidless Wall to 115% lightning damage.
Shield bash bonus damage on Shield, Helm and Boots.
Stack this with Roland's 100% Sweep attack and Shield Bash damage and I think you start to get the idea.
Piro marella is the recommended shield because you can get 50% cheaper Shield Bash.
For your amulet slot you want to make sure you have Lightning% damage and CHD.  You can get away with any of the absorb neck's but Haunt of Vaxo works very well as you are almost ALWAYS stunning somebody.  Ess of Johan helps group enemies together for your shield bash or Sweep attack.
For legendary gems I chose Wreath because of the synergy with lightning damage, Taeguk because of how often you are using your abilities and bane because it is just a amazing gem for all builds.

Using Ring of Royal Grandeur opens up many interesting possibilities to supplement your damage and your defence:
Helm of Rule and Justice Lantern make you more tanky and also increase your Shield bash damage considerably.
Homing pad's are kind of a strange choice but they can save your bacon if you are trapped behind a waller and just want to mitigate some damage or get back to town while surrounded by enemies.
Lidless Wall and Stone of Jordon can give you an extra 35% lightning damage as well as the increased damage to elites.
Reapers wraps are recommended but you can use Strongarms or Krelm's to add more damage or utility as needed.
Depth diggers are really nice pants and can add some crazy damage if you are happy with your defence stats.
For boots if you are getting your butt kicked by wallers or frozen enchant, they are a good choice to get you out of trouble.

Build Guide

For this build you basically charge into a juicy target and knock everybody else back.  With Roland's you can then alternate Sweep attack/Shield bash/Punish as you like to keep your Roland's AS and wrath up.
When it comes to a boss or elite pack you pop your law, champion and spam bash on them till they die.  You can keep most chapter bosses' completely stun locked while doing good damage.
If an enemy hits you then they have a chance to proc your thundergod's 200% damage static charge as well as Schaefer's hammer static aura.
They both stack with your lightning damage and do nice tight AOE damage.  Stack these with Wreath and you are a lightning wrecking ball that can charge in, sweep attack an entire group of enemies and shield bash the boss to pieces.
