6/6 flaggelant set, in combination with ranged continous dps skills and dots as well.
The pewpew laser is for maximum overall damage, without real downtime, except from challenge rift bosses.
The procc that comes of the 6/6 set bonus is bringing insane burst potential, the 2/6 and 4/6 boni are helping for overall dps.
In an ideal world I would go for the gems I listed above, but with the actual cost factor, that comes with gems, you might want to skip the 5 star gems and head for gems like trickshot or power&command.
Since combate rating is important for pushing challenge rifts you might want to skip the 2 and 1 star gems, in exchange for:

- frozen heart: insane kite potential, the shield is helping a lot with survivability as well

- blessing of the worthy: close range burst damage as well as damage reduction, also helping with survivability a lot, since we are still playing a melee class we might need to get in close range from time to time. I am also getting close to mob packs on purpose to trigger the gem and maximize damage.

- the 6th gem really is up to you, for me personally I am using the pheonix ashes for survivability and cheap resonance, compared to other gems
The legendary items on the right side are kinda explaining themselves.

You could argue to switch the head for the Gaze Of Wrath, to get an additional dot.
But in the worst case you are losing the banner to ranged mobs/attacks and miss out a lot of damage, so going safe call on this one is the way to go for me.
Shoulders are not replaceable - you really want the 30% additional uptime on your banner.

Mainhand also not replaceable - the damage from Falling Swords is insane, inflicts dots and counts as continous damage.

Offhand is bringing you the ability to basically become a laser owl.

Legs - 10% damage on laser, letting you enter the pew pew stage.

Chest - there are some options I am writing about later.

Build Guide

That's pretty much the build I am playing since I started with Diablo Immortal.

Tested other builds, felt like I am missing out on tons of damage and went back to this.

Don't get me wrong, other builds are viable too, but they come with too much cooldowns and dps downtimes, what makes the laser build superior to others.
For raids and bosses you could also go for 2/6 flaggelant and 4/6 vithus, to get the attackspeed buff.
Only in that case:

If you don't own a bottled hope, you need to switch your chest piece to Justice Without Favor and go for Conjuration of Light, instead of condemn,
to get the attackspeed buff to your party members.

Pulling your banner in combination with bottled hope should get your mates buffed without the usage of Conjuration of Light.

For challenge rifts you can switch your chestpiece to the Feathermail Coat and switch Condemn with Justice, to get an additional stun, that could come in really handy for kiting mob packs or getting the adds under control, that some bosses are spawning.

Just keep in mind that you are trading some dps for it in the end and you might want to work on your playstyle and get in some reps learning how to kite mob packs.
