I don't really know this builds damage limits in GR but when i had the same weapons as HOTA builds use-The Slanderer and Little Rouge- and used IK set with them-litteraly same pieces(weapons)- I did double damage of that IK HOTA without having ancient weapons i cleared GR 90 in a breeze. The build itemization is based on my in-game itemization. This build can do solo or group but mostly for solo couse its not that great of a 4 man pushing build.
This is random build that i though up after watching 2.6.1 Seismic slam build which used two-handed Blade Of The Tribes, I just removed that weapon and added set dual wield The Slanderer and Little Rogue-link to the original build. This build is for season 16 patch 2.6.4.

For Core you want to cap your movement speed at 25% then max your resource and the strength if you feel like you don't have enough life then get a little bit of vitality but not more than 1k in paragon, I personally don't have any issues with this.
For Offense you don't really need cooldowns so i would go for crit chance then damage and so on.
Defens is more personal prefference but i usually go for all res then life and then armor, life regen last.
Utility is also personal prefference but area damage helps with clearing enemies faster and in terms of damage-gold find is useless
Build Guide
For this build you just need to check if your Battle Rage and War Cry buffs are on and your good to go, Wrath of the Berserker is there to kill very tough enemies that you might struggle with like guardian or juggernout elites.
This build has similar playstyle to Might of the earth Leapquake build but with this you Leap 3 time and then you use Seismic Slam until you can use Leap again. Using Leap also triggers the set bonus from your weapons so you don't need to worry about uptime of that set bonus.
If you have enough rescoures to craft Hellfire amulet then add to your build one of the following passives: Boon of Bul-Kathos, Earthen Might, Nerves of Steel, Rampage or Ruthless.
Interesting build - I will give it a try - if survival is good i will switch to Stronarm Bracers.
