Bounty Bugs and Explosive Blast Fix
Tsarnis is looking for information to solve a potential issue with the Bound Shaman or similar bounties, so if are testing Patch 2.4 on the PTR and has useful info feel free to share it. Also, Don Vu shared that a bug with Explosive Blast is being fixed in the next PTR patch. Read below.

When casting explosive blast very quickly (approx more than once per second) the game is failing to cast all of the expected explosive blasts.This is fixed in the next PTR client patch. We also fixed Debilitating Force stacking.

Quin's Itemization Rant
Quin has made a ranting video! He argues that some of the recent changes to items, adding % bonus damage to specific skills, may greatly reduce player choice. It has spawned a quite interesting discussion on Reddit. After hearing his thoughts and reasoning on the video below, do you agree with him? Give us your opinion on our forums!
We still haven't heard from devs why the changes were made, so keep in mind there could be a reason for it. But since Patch 2.4 is on PTR, this is the perfect time to discuss and let the developers know what we think of the changes - before they're set in stone and go live.
Is blizzard ruining the game by reducing the amount of item choices? This is my opinion please let me know yours.
Oh and don't even get me started on what kind of an impact all this extra additive damage will have on the game... Rip the majority of damage talents, and half of the legendary gems.
Your expectations of people are set to high my friend. Getting constructive feedback from everyone would be ideal but its just never gonna happen. My point is that 100 people saying something is wrong (said constructively or not) is better than 10 people saying something is wrong and it being set on the back burner because the issue didn't seem important. So while it may seem useless to only say " I am not happy with this feature." it is another voice drawing attention to the problem and letting the devs know that more than 10 people have an issue. Hopefully moving a fix up on the priority list.

No, it should be utility only. Period. Ability to cast wol as ranged spells is a LITTLE NICE BOOST if you care to utilize it.
That's what you got from his video? How is he crying when he is exactly right? It's not about item interaction anymore. You just can't pass on a massive static damage multiplier to play with very cool item interactions. By buffing the skill not the items this allows item interactions and utility to shine. Lets say you had an item that has 500% increase to CA damage, with an affix that says, You're a demon hunter, shoot stuff pew pew, Now lets say you an item that says, When your cluster arrow fails to critically hit 5 consecutive times, your companions attack speed is doubled. No damage multiplier. Really, which are you going to take? I mean just seeing that second affix makes you think, how could I make that work? Then you start making item lists of potential interactions and how to abuse the mechanic. It makes the game interesting. You're just being daft for the sake of being daft with nothing really to offer the conversation and that helps no one.

Totally pointless post. No mention of any nerfs in this vid, but he is the idiot? If you are talking about a previous vid, you posted in the wrong place, but again, he is the idiot? Either way I only see one fool here.
As far as 2.4 giving us more than we had. Generally happens with every patch. The ptr is there to test and give feedback. Part of that feedback is addressing issues you see with nerfs or itemization. Quin is doing just that. I thought the SC vid was hilarious. I don't think him acting mad was serious. It was meant to be funny.
As far as coming on here just to call someone an idiot does nothing but make yourself look bad.
I did watch it all thank you very much, but nice try, but I'm sorry but that fix does nothing mate, But I guess you think your all game designers because you watch a streamer talk about something.
Kind of sad reading every thing with people saying just buff the skill.... It was only a couple days ago same type of people screaming about buffing skills make gives more power creep LMAO, my god people change there minds fast. and even if the skill is buffed no one will use the skill because there will be a better item that gives more % to damage, so your idea of only buffing the skill does nothing. I think blizzard calls this arm chair developers... lol
I am pretty sure, unless it was totally outrageous things asked for, that Blizzard has never called anyone giving feedback an arm chair developer. I do know they call out trolling when it happens though.

A "broken" item is one that is commonly considered to be exceedingly over-powered, or has an ability that is inherently degenerate, and has a large game impact.
As you can see, that isn't Quins beef, at alllll.
If the damage was built into the skill and not the item, another item would take the place of "best in slot" and would make the skill even more powerful. It's an endless cycle of powercreep.
He did offer 1 way to help fix it, which was put that skill damage that's on the items on the orange text instead. Then at least we could cube it if we wanted and use another items in that slot that we'd have preferred but still want that damage increase.
Easy solution:
Change the buff text to some other color, pink for example. And have the cube extract 3 buffs. One for wepon, one for armor, and one for jewelry. You would pick the buffs like you do with legendary powers.

Being locked into specific gear for a build actually takes away from the game experience. It's basically slapping people in the face who try to think outside the box and experiment with gear to find new exciting ideas and playstyles. Everyone is going to have the same action bar, same glyphs, same passives, and it's a monotonous grind that comes down to who can sit and play 24/7 (ladders) or who has the most fashionable transmog (casual).
